We are looking for a Housing Specialist III with three or more years of experience performs a wide range of Housing Choice Voucher (HCV) program activities, including processing applications for eligibility and screening, re-certifying participant status, preparing contracts, conducting briefings, and verifying information in full compliance with U.S. Department of Housing and Urban Development (HUD) regulations, the Administrative Plan, and established procedures and performance standards. Success in this role means managing transaction assignments such as eligibility determinations, leasing, annual and interim re-certifications, portability, moves, rent increases, rent reasonableness, HAP contracts, informal reviews, hearings, and terminations with efficiency and accuracy.

DUTIES AND RESPONSIBILITIES
- Completes assigned activities and transactions accurately and on time while meeting SEMAP, contractual, and other performance standards.
- Ensures all program activities comply with HUD regulations, the Administrative Plan, and agency policies and procedures.
- Plans and organizes workload to meet deadlines and maintain efficient transaction turnaround.
- Determines eligibility for HCV and special programs, supports voucher utilization, and maintains leasing schedules.
- Processes leasing, annual and interim re-certifications, moves, rent increases, rent reasonableness, portability, HAP contracts, informal reviews, hearings, and terminations.
- Reviews applications and documentation for accuracy and completeness; verifies income, assets, family composition, citizenship, and other eligibility factors.
- Performs accurate calculations related to income, deductions, tenant payments, subsidies, utilities, and reimbursements; identifies and corrects errors timely.
- Maintains complete, accurate, and confidential applicant and participant files, safeguarding all PII.
- Provides professional, non-discriminatory customer service to participants, owners, applicants, and the public in person, by phone, and in writing.
- Maintains productivity data, prepares reports, and ensures accurate data entry into required systems.
- Collaborates with supervisors, managers, inspectors, and coworkers; escalates complaints, legal, or discrimination issues as required.
- Troubleshoots complex cases and assists with training and onboarding of new staff.
- Remains current on HUD guidance, PIH notices, and program changes, and performs other duties as assigned.
- Two years of college, business or technical school at an accredited educational institution.
- Must have an HCV Specialist certification.
- Two years of experience in an environment requiring extensive public contact or customer service. Accounting, mortgage processing, and direct customer interfacing experience a plus. Experience beyond the minimum may be substituted for all or part of the educational requirement.
- Knowledge of the HCV program requirements, policies, or procedures, preferred.
- Strong computer skills.
- Excellent organizational, analytical, and math skills required.
- High School Diploma or GED
- Minimum of three years as a Housing Specialist
- Strong computer skills and proficiency with data entry and documentation
- Excellent math, analytical, and organizational skills
- Ability to obtain HCV Specialist certification within one year of hire
- Background in accounting, mortgage processing, or transaction-based environments
- College coursework or technical/business education
