QPS is a global contract research organization (CRO) supporting pharmaceutical, biotechnology, and medical device companies throughout the drug development process. Our services span Bioanalysis, Drug Metabolism and Pharmacokinetics (DMPK), Toxicology, Translational Medicine, Early Phase Clinical, and Phase II–IV Clinical Research.

We are looking for a US-based experienced clinical proposal and contract professional to join our Global Proposal Office. This is a hands-on role for someone who enjoys developing proposals, budgets and contracts for USA, Europe and Asia while also working with colleagues based in USA, Europe and Taiwan.


The Job

As Manager, Global Proposals, you will support the development of budgets and proposals for full-service clinical trials, with a primary focus on patient studies. You will have experience in developing/reviewing contracts for USA, Europe and Asia. You will work closely with Business Development, Clinical Operations, Finance, Contracts, and other subject matter experts to develop competitive, accurate proposals that reflect study requirements and operational assumptions.

You will also work within a team of where you work independently to complete and prioritize your proposal work, monitoring timelines, and supporting other members as a back-up of the Global Proposal Office. This role is a good fit for someone who wants to be hands-on, while working with Business Development and internal SMEs to create and finalize proposals and budgets in a client-ready format.

Key responsibilities include:

  • Develop and review budgets and proposals for full-service, multi-site clinical trials.
  • Coordinate proposal timelines, assignments, priorities, emails responses, client clarifications and your workload in order to deliver according to client timelines.
  • Lead selected complex or high-priority proposals from RFP through final submission.
  • Review proposals and budgets for accuracy, consistency, competitiveness, and alignment with protocol and operational assumptions.
  • Work closely with Business Development on RFP intake, bid strategy, pricing, and risk considerations.
  • Partner with Clinical Operations, Finance, Contracts, and subject matter experts to confirm scope, assumptions, timelines, and costs.
  • Support and mentor team members and serve as a resource for questions or more complex assignments.
  • Use advanced Excel skills for pricing, budget development, margin analysis, and scenario planning.
  • Maintain accurate proposal and opportunity information in Salesforce and related systems.
  • Help identify opportunities to improve proposal processes, tools, consistency, and efficiency.
  • Support a smooth handoff of awarded studies to operational teams.

What We’re Looking For

  • Strong experience developing budgets and proposals for clinical trials in patient studies from a CRO.
  • Experience with full-service, multi-site patient studies, CRO contracting across USA, Europe and Asia.
  • Experience in clinical trials understanding how full-service proposals and budgets are created, and the background for how a clinical trials are performed.
  • Demonstrated ability to manage multiple proposals, competing deadlines, and changing priorities.
  • Strong understanding of clinical trial operations and the factors that drive study scope, timelines, and cost.
  • Strong Excel skills, including experience with complex budgets, pricing models, or financial analysis.
  • Clear communication skills and the ability to work effectively with global, cross-functional teams.
  • Strong attention to detail with a practical, solutions-focused approach to proposal development.
  • Ability to work independently and adjust working hours when needed to support global teams, client deadlines, and periods of high proposal volume.
  • Bachelor’s degree in Life Sciences, Business, Finance, or a related field, or equivalent relevant experience.
  • Approximately 5 years in CRO budgets, proposals and contracting in a Full Service CRO that includes Project Management, CRAs, Medical Writing, Medical Monitoring, Safety/PV, Data Management, Biostatistics, and PK.
  • Salesforce or similar CRM experience is preferred.

  • Because this role supports a global team, candidates located in the Eastern U.S. time zones are preferred.
