What are the responsibilities and job description for the Operations Team Lead / Project Officer position at QED Systems LLC?
QED Systems, LLC, is currently recruiting an Operations Team Lead / Project Officer (Manager) to join our team at Fort Belvoir, VA to support our customer, Project Manager Terrestrial Sensors (PM TS).
Duties:
- Serves as the Project Officer, advises & assists in all facets of operational planning in support of strategic and tactical systems located in CONUS and OCONUS regions.
- Performs assignments in the administrative support aspects of substantive mission-oriented programs of unusual difficulty and responsibility. Assignments will involve developing policies and plans affecting the directorate/center, that reflect substantial training and experience in one or more specific fields, and knowledge of pertinent laws, regulations, policies, major issues, program goals and objectives of the organization.
- Assists in the interpretation of laws, rules and regulations to develop implementation strategies and recommends decisions or alternate courses of action.
- Analyzes data, compiles facts and information, and provides technical advice to customers. This role involves developing resource documents, assisting in performing budget oversight, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations, or verifying information with managers or employees to obtain information.
- Other assignments may involve collecting, preparing, and assisting in business and contractual information, or the application of methods, techniques and processes associated with logistics, transportation, writing/editing, supply and inventory activities, office administrative programs, or facilities management.
- Work will involve responsibilities related to Schedule Management, Management and tracking of Service Level Agreements (SLA) and Memorandums of Understanding (MOU) with Stakeholders, Actions and Awards (Military and Civilian) and Travel Management, Tables of Distribution and Allowances (TDA), Project Controls/Staff Action Control Officer and Reporting, Facility Management, and the Property Book Officer (PBO).
- Assists the organization on teams outside the organization, supporting the development of new policies, approaches or techniques that impact beyond the scope of the organization.
- Interacts independently and productively with customers to identify and define complex/difficult problems and to develop and implement strategies.
- The nature of the work will involve daily contact with representatives from higher headquarters within the organizational chain and communicating project or program results at high levels within and outside the organization.
- Interacts with representatives within government organizations as well as contractor activities.
- The candidate will assist in the design and development of the Master Schedule along with the System Developer and all necessary Supporting Schedules using MS Project.
- Also develops and delivers presentations to senior management relating to the IMS.
- Assist leadership on development of strategic planning concepts, policies and principles for the Strategic Management System (SMS) planning effort.
- Assists in personnel management of PM TS on a day-to-day basis.
Required Skills & Experience:
- Familiarity with project team management and experience in preparing acquisition and contracting documents is essential.
- Detail-oriented with excellent technical, verbal, and written communication skills.
- Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
- Must be able to clearly articulate analysis through both oral and written communication.
Required Clearance:
- ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications:
- Bachelor’s degree required.
- At least five (5) years of experience managing a military or civilian operations setting required.
- An additional five (5) years’ experience in a related field may be substituted for education.
- A Master’s degree may be substituted for three (3) years of experience as long as the degree is in a related field.
Travel:
Less than 10% travel is expected for this position.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces at Fort Belvoir, VA.

Position Type/Expected Hours of Work:
This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
