Overview


QBE, LLC is seeking a C2 Interoperability SME Embedded Technical Advisor (ETA) to work onsite in Sofia, Bulgaria.


The U.S. Army Program Executive Office (PEO) Command, Control and Communications Tactical (C3T), Project Manager Tactical Networks (PM TN), Product Lead Allied Information Technology (PdL AIT) supports the U.S. Army's Security Cooperation mission by developing, delivering and sustaining effective, enduring, and timely customized security cooperation (SC) projects supporting the Warfighter's Partner Nation (PN) Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) capacity building requirements and interoperability.


The C2 Interoperability Subject Matter Expert (SME) is a resident technical advisor supporting Bulgaria's efforts to assess and modernize C2 capabilities across its military Components and Commands. Working with Bulgarian stakeholders, the U.S. Program Office, and the C4ISR Ministry of Defense Advisor, the SME will map the current architecture, identify gaps, evaluate alternatives, and recommend practical solutions from the strategic through tactical levels. The SME need not know every C2 platform but must be able to research technologies quickly and provide objective technical support for investment and procurement decisions.


Duties and Responsibilities:

  • Engage Bulgarian Components and Commands to document missions, workflows, C2 capabilities, information exchanges, dependencies, and constraints.
  • Develop current-state and target-state C2 architectures; identify capability, integration, interoperability, and sustainment gaps; and recommend priorities and mitigation actions.
  • Assess existing and proposed C2 systems for alignment with Bulgarian requirements and applicable U.S. and NATO mission-partner environments.
  • Research C2 technologies and objectively evaluate interoperability, cybersecurity, integration, training, sustainment, cost, and operational suitability.
  • Translate operational needs into technical and interface requirements, acceptance criteria, analyses of alternatives, roadmaps, decision briefs, and implementation recommendations.
  • Support Letters of Request, requirements packages, acquisition planning, and related documentation for capabilities pursued through U.S. Security Cooperation channels or Bulgarian national funding.
  • Coordinate vendor demonstrations and technical exchanges; develop evaluation criteria, facilitate stakeholder reviews, and document results in a vendor-neutral manner.
  • Lead or support architecture reviews, working groups, requirements sessions, and decision meetings with authorized Bulgarian, U.S., NATO, and industry stakeholders.
  • Prepare technical documentation, briefings, action trackers, and required reports while complying with applicable security cooperation, disclosure, export-control, host-nation, and contracting requirements.
  • This position shall be performed on-site.

Requirements:

Required Experience / Qualifications (Must Have)

  • Bachelor's degree in systems engineering, computer science, information systems, engineering, military studies, or a related field; relevant military and technical experience may be considered in lieu of a degree.
  • At least five years of relevant experience supporting C2, C4ISR, mission-command, tactical communications, systems integration, military operations, or defense capability development.
  • Demonstrated ability to analyze complex C2 environments, document architectures and information flows, identify capability gaps, and translate operational needs into actionable technical requirements.
  • Working knowledge of C2 interoperability across strategic, operational, and tactical echelons, including the relationships among networks, data, applications, interfaces, users, and mission processes.
  • Ability to independently research unfamiliar C2 systems and technologies and provide balanced, evidence-based assessments of alternatives and tradeoffs.
  • Experience working with senior leaders, operators, engineers, acquisition personnel, vendors, and other technical and non-technical stakeholders.
  • Strong written and verbal communication, facilitation, analytical, and presentation skills.
  • Ability to operate effectively in an embedded, cross-cultural advisory environment with limited day-to-day supervision.
  • U.S. citizenship is required.
  • Active U.S. Government Secret security clearance or the ability to maintain the clearance required for contract performance.
  • Ability and willingness to reside and work on-site in Bulgaria and travel as required.

Preferred Experience / Qualifications (Nice to Have)

  • Prior experience supporting a U.S. military Program Executive Office, Program Manager, Security Cooperation Organization, Combatant Command, Service Component, NATO organization, or partner-nation ministry of defense.
  • Experience with Foreign Military Sales, security cooperation planning, LOR development, requirements definition, market research, or acquisition decision support.
  • Experience with NATO or coalition interoperability, Federated Mission Networking, mission-partner environments, or NATO standards and profiles.
  • Familiarity with architecture frameworks and modeling approaches such as DoDAF, the NATO Architecture Framework, operational views, system views, and interface documentation.
  • Operational or technical experience with joint or tactical C2 systems, common operating pictures, fires, air defense, intelligence, logistics, or tactical data exchange.
  • Relevant professional or military education, systems-engineering certification, networking certification, or acquisition/security-cooperation training.
  • Prior OCONUS, Eastern European, Balkan, or embedded technical-advisory experience.

  • Ability to remain in a stationary position for extended periods while working at a computer.
  • Ability to communicate effectively through virtual and in-person meetings.
  • Ability to perform duties in an office, remote, or hybrid environment based on program requirements.

The projected compensation range for this position is $116,000.00 - $145,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (for remote opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, QBE invests in its employees beyond just compensation.
