Senior Monitoring and Evaluation (M&E) Specialist

Project Summary:

The EAP Monitoring, Evaluation, and Learning (MEL) Platform supports the U.S. Department of State's Bureau of East Asian and Pacific Affairs (EAP), Office of Regional Assistance and Security Program (RASP), and other Department bureaus, embassies, consulates, field offices, and EAP operating units that manage or oversee foreign assistance programs. The task order provides demand-driven MEL, project design, strategic planning, performance monitoring, evaluation, data management, learning, training, third-party monitoring, infrastructure monitoring, and surge technical assistance across Washington, DC and the East Asia and Pacific region. The platform is designed to strengthen evidence-based decision-making, align programming with Department of State priorities and 18 FAM 301.4 requirements, and deliver timely, high-quality services through close coordination with the COR, EAP program offices, Activity Managers, posts, and technical teams.

Position Summary:

The Senior Monitoring and Evaluation (M&E) Specialist leads complex evaluations, assessments, research, performance monitoring, and learning assignments for EAP foreign assistance programs. The specialist provides technical leadership, quality assurance, and actionable analysis that supports evidence-based decisions and compliance with Department standards.

This position is contingent upon award.

General Duties and Responsibilities:

·       Lead the design and implementation of performance evaluations, assessments, and research studies, including baseline, midterm, and endline activities.

·       Develop MEL plans, performance indicators, Performance Indicator Reference Sheets (PIRS), tracking tables, theories of change, results frameworks, and learning agendas.

·       Design and oversee qualitative and quantitative data collection and analysis methodologies, including surveys, interviews, focus groups, desk reviews, and site-based monitoring.

·       Analyze data and synthesize findings into clear conclusions, actionable recommendations, reports, presentations, and knowledge products for EAP leadership and other decision-makers.

·       Provide technical review and quality assurance for MEL deliverables to ensure methodological rigor and alignment with 18 FAM 301.4, Section 508, and Department standards.

·       Support program and project design, third-party monitoring, data quality assessments, and performance management systems as assigned.

·       Facilitate learning events, workshops, after-action reviews, and other activities that promote data use and adaptive management.

·       Coordinate with technical teams, EAP program offices, posts, and stakeholders and contribute to timely delivery of demand-driven and surge assignments.

Minimum Education and Experience

·       Master's degree or equivalent and at least eight years of relevant professional experience, or a bachelor's degree and at least ten years of relevant professional experience.

·       At least five years of professional MEL experience, including designing and implementing evaluations and performance monitoring systems.

·       At least six years of experience managing complex projects requiring strong interpersonal, writing, analytical, and problem-solving skills.

·       At least one year of experience with Department of State foreign assistance-funded programs and requirements.

·       Specialized experience requirements may be concurrent and may count toward the total required years of relevant professional experience.

Required Skills and Competencies:

·       Strong analytical and research skills, with demonstrated experience in qualitative and quantitative methods.

·       Proficiency in data analysis software such as Excel, SPSS, Stata, or similar tools.

·       Demonstrated ability to produce high-quality reports and knowledge products for senior decision-makers.

·       Excellent written and oral communication skills in English.

·       Ability to manage multiple assignments and deadlines while producing accurate, timely, and professional deliverables.

·       Ability to collaborate effectively with EAP program offices, U.S. embassies and consulates, partners, and dispersed technical teams.

·       Knowledge of, or ability to complete required training on, 18 FAM 301.4 and Section 508 compliance.

Required Security Clearance:

The selected candidate must possess a SECRET personnel security clearance, or be able to obtain the required clearance before onboarding and contract performance, and maintain it as required for the assignment.

Location and Travel:

Washington, DC; Continental United States and East Asia Pacific region, with international travel as required and pre-approved.
