Position Summary


The Signal Designer / Inspector is a senior technical role responsible for the design, review, inspection, testing, validation, and certification of railroad signal and train control systems. The role supports the full project lifecycle—from conceptual and detailed design through construction, testing, cutover, and revenue service—ensuring compliance with FRA regulations, client standards, and project specifications. The position requires strong technical judgment, field experience, and the ability to coordinate with multidisciplinary teams, contractors, suppliers, and regulatory agencies.


Key Responsibilities Signal Design & Engineering


Develop, review, and approve signal system design packages, including:

Interlockings (relay-based and microprocessor-based)

Cab signaling (e.g., 100 Hz / 250 Hz systems)

Grade crossing and gated intersection systems

Positive Train Control (PTC) and Advanced Train Control systems

Prepare and review vital signal logic, route tables, track plans, wiring diagrams, and equipment layouts.

Ensure designs conform to FRA (49 CFR Parts 234, 235, 236), client standards (e.g., MTA, Amtrak, NYCT), and contract requirements.

Inspection, Testing & Validation


Perform and/or oversee factory acceptance testing (FAT), site acceptance testing (SAT), integration testing, and system cutovers.

Independently test signal functions in the field, document discrepancies, and validate corrective actions.

Review final drawings against as-built conditions, field wiring, and physical installations.

Analyze safety-critical systems and produce test reports documenting compliance and non-conformance.

Systems Integration & Safety


Support systems integration activities involving signals, communications, train control, and wayside systems.

Conduct safety analyses, including grade crossing and gated intersection safety evaluations.

Support certification and regulatory approval processes, including FRA submissions and audits.

Construction & Field Oversight


Provide technical oversight during signal installation, construction staging, and cutover activities.

Review contractor submittals, RFIs, and shop drawings; provide technical responses and field guidance.

Ensure compliance with safety requirements and maintain safe working environments during construction and testing.

Project Leadership & Coordination


Lead or support multidisciplinary teams, including designers, validation engineers, signal maintainers, and contractors.

Participate in design workshops, technical working groups, and coordination meetings with clients and suppliers.

Support project managers with schedule, budget, and risk tracking related to signal and RAMS activities.

Required Qualifications Education


Bachelor’s degree in Electrical Engineering, Industrial Engineering, or a related engineering discipline.

Master’s degree preferred.

Experience


Minimum 10–15 years of progressive experience in railroad signal design, inspection, testing, and/or validation.

Demonstrated experience with major transit or railroad agencies and complex rail infrastructure projects.

Proven hands-on field experience with signal installations, testing, and system cutovers.

Technical Competencies


Strong knowledge of:

Vital interlockings (relay and microprocessor-based)

Cab signaling and train control systems

PTC / ATC systems and communications interfaces

Grade crossings and gated intersections

Working knowledge of hardware/software integration, safety analysis, and regulatory compliance.

Ability to read, interpret, and produce detailed engineering drawings and technical documentation.

Regulatory & Standards Knowledge


In-depth familiarity with FRA regulations (49 CFR Parts 234, 235, 236).

Experience applying client standards such as MTA, Amtrak, NYCT, Metro-North, and equivalent agency requirements.

Certifications & Licenses (Preferred)


Professional Engineer (PE) license (one or more U.S. states).

IRSE Signal Designer Licensing or equivalent training.

OSHA 30 Construction Safety and related rail safety certifications.

Roadway Worker Protection (RWP) training.

Software & Tools


Signal and systems engineering tools (e.g., MicroStation, OrCAD, DOORS).

Logic and programming tools (e.g., Boolean logic, C/C , simulation environments).

Standard productivity tools (MS Office or equivalent).

Construction/document control platforms (e.g., ASITE or similar).

Proven leadership in coordinating teams and managing safety-critical activities.
