Essential Job Duties
• Using LAWA’s PMIS and other sources, reviews cost and contract performance of the Capital
Program and report variances and risks
• Develops programmatic policies, procedures, and reports to ensure proper cost controls across the
Capital Program.
• Performs independent analysis of project cost and contract performance throughout the project life
cycle, including but not limited to, budgeting, invoice processing, progress reporting, resource
management, and closeout.
• Assists in the development of and administers LAWA’s Program Services Budget.
• Collaborates with the Program Risk Manager to properly calculate and report project and
programmatic risks.
• Works to develop tools and coordinates cost recording, monitoring, and reporting practices for
compliance with applicable standards accuracy and consistency.
• Assists and trains cost engineering staff across the Capital Program.
• Collaborates with Finance and the Estimating team on the Asset Register and project Capitalization.
• Collaborates with Controls staff on Expenditure Forecasting.
• Support controls efforts to respond to internal and external audits.
Professional Experience Level/Other Qualifications
• 15 years or more of experience, preferably on airport projects.
• Previous project controls experience on a large-scale, multi-million dollar construction project
required. Experience on a large-scale aviation-related project is required. Experience evaluating and
reporting on at least two types of Alternative Delivery methods is required.
• Demonstrated success on the job, as evidenced by satisfactory performance, acceptance of
responsibility and growth in previous positions. Proven accuracy, reliability and completeness in job
accomplishment.
• Must be a self-starter attitude with proactive, results-oriented focus; and willing and capable to
assume additional responsibilities.
• Effective oral and written communication skills.
• Must be able to interface with a variety of people with different technical levels and educational
backgrounds; must be detail-oriented and highly organized; and must be able to produce accurate
and timely results while maintaining a customer-service attitude.
• Must present a “can-do” spirit within the controls team: inspiring them to produce consistently
accurate results at a fast pace.
• Demonstrated ability to understand a demanding, technical and complicated construction program;
and the ability to communicate progress and issues to a technical- and management-level audience.
• Expertise in other Project Controls disciplines (scheduling, estimating, risk management) strongly
desired.
Hardware/Software Knowledge
• Demonstrated proficiency with Microsoft Office suite of software products, e.g. Excel, Word, etc.
• Experience with industry PMIS systems such as PMweb, etc.
• Experience with Adobe Acrobat is required.
• Experience with Primavera Project Planner Version 6.0 or higher is desirable.
Education/Training
• Bachelor’s degree in engineering, project management, business or other related field. Master’s
degree preferred.
