JOB SUMMARY: Responsible for the supervision of the field operations of Solid Waste collection crews in garbage and yard waste collection, recyclable materials transportation, and animal control.
Essential Job Functions
WORKING CONDITIONS: Work is performed primarily in an outdoor environment with frequent exposure to unfavorable weather conditions. Also requires work within a smoking-restricted indoor environment in the office and at various locations throughout the County.
Minimum Qualifications
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
Completion of high school or equivalency; considerable experience with Solid Waste collection or animal control including some supervisory experience; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
Requirements
Must possess a valid Class B Commercial Driver's License (CDL).
Employment is contingent upon the successful completion of a criminal background check, motor vehicle report, and pre-employment job-related physical.
In addition to pre-employment checks, employees who operate county vehicles are required to undergo an annual motor vehicle report.
This position is subject to pre-employment and random drug and alcohol testing in compliance with the regulations of the US Department of Transportation.
Regular and reliable attendance is an essential function of this position.

Essential Job Functions
- Determines crew assignment daily based on workload needs.
- Oversees daily operations with the supervision of crews involved with yard waste collection, transportation of recyclable materials, litter cleanup program, and animal control.
- Attends staff and community meetings as needed in absence of the Director to respond to questions and work requests.
- Ensures that vehicles are inspected daily to ensure proper working order, proper safety equipment, and cleanliness; reviews drivers' daily reports; and completes work orders for repair work to be completed.
- Responds to citizens' complaints concerning refuse collection and animal control by phone or in person; notifies solid waste collection provider when necessary.
- Performs road checks to ensure proper billing and assists with the audit of customers in the database.
- Obtains customers' correct names and addresses for returned bills by locating them in the field.
- Inspects special pick-up requests to determine the size of the truck needed to transport.
- Inspects illegal dump sites; determines the equipment and manpower requirements for clean-up.
- Supervises the collection of and disposal of dead animals on County roads.
- Reports new customers located on the route, road conditions, and residential requests or complaints to the office.
- Communicates problem areas with residents such as improper containers, correct set out time, proper location of garbage, etc. by means of telephone, tagging the property, or direct contact with the customers.
- Receives citizens’ requests for service and/or complaints; assigns staff to respond to requests.
- Identifies projected equipment and staffing needs to assist with proposed budget requests; attends budget meetings with Director.
- Reviews the daily and monthly reports of activities completed to ensure accuracy and appropriate production levels.
- Ensures the proper training of staff and that safety procedures are followed.
- Oversees the collection, storage, and distribution of recyclable materials.
- Interviews applicants; makes hiring and disciplinary recommendations.
- Ensures crews are on proper trucks as assigned.
- Trains employees on safety procedures for equipment operation and work duties.
- Ensures recyclable materials are stored correctly in storage bins.
- Provides back up to the Director as needed in the event of absence.
- Performs other related duties as required.

- Considerable knowledge of state and local statutes, ordinances, and regulations governing solid waste collection and disposal and animal control.
- Ability to prepare narrative and numerical reports.
- Ability to communicate effectively and tactfully with collection customers, the Quorum Court, fellow employees, and the general public.
- Ability to supervise crews involved with solid waste collection and animal control.
- Ability to attend work regularly and reliably.
- Skill in the operation of a computer.
- Ability to communicate verbally in person, by telephone, and by radio.
- Ability to lift and carry loads up to 60 pounds.
- Visual acuity is needed for use of the computer monitor.
- Ability to orally communicate, both in person and in groups.
