JOB SUMMARY: Responsible for the recruitment of qualified applicants for all classified Pulaski County job vacancies and intake and appropriate recordkeeping of Pulaski County employment applications.
Essential Job Functions
- Receives vacancy requisitions from County departments to request the filling of position vacancies; verifies the accuracy of information and vacancy of position.
- Develops job vacancy announcements for advertising position vacancies.
- Prepares media advertisements for position vacancies, determining size, placement, and wording.
- Accepts applications and other applicant information, ensuring record keeping complies with all applicable laws, ordinances, and policies.
- Answers questions from the public relative to job opportunities, applications submitted, and the job application process.
- Represents Pulaski County at job fairs sponsored by civic/governmental organizations and/or educational institutions; designs needed informational materials such as display booth, brochures, etc.
- Maintains records of census data relative to applicant flow; reports as needed.
- Operates a Scanner for employee personnel records keeping purposes.
- Verifies scanned employment documents for accurate placement and record completeness.
- Ensures that the protected health information (PHI) of applicants, employees, and/or other individuals is maintained and transmitted in a secure and legally compliant manner.
Secondary Duties And Responsibilities
- Conducts portion of new hire orientation discussing work policies, vacation, retirement, Federal/State withholdings, etc., as needed; forwards all appropriate forms completed by new hires to the Payroll Office for processing.
- Prepares photo ID badges for new employees.
- Maintains an adequate supply of employment applications and other required forms to provide to job applicants as necessary.
- Files various forms as necessary; provides assistance with maintenance of personnel files.
- Performs other related duties as required.

WORKING CONDITIONS: Work is performed in a smoking-restricted office environment.
Minimum Qualifications
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Considerable knowledge of Human Resources practices, policies, and procedures.
- Good knowledge of current Federal, State, and local laws, regulations, and ordinances governing employment and recruitment.
- Good knowledge of recruitment and selection techniques, sources, and methods.
- Good knowledge of the organization and functions of the positions within the Pulaski County Government.
- Good knowledge of English Composition.
- Good knowledge of office practices, procedures, equipment, and terminology.
- Ability to prepare technical numerical and narrative reports and presentations.
- Ability to establish and maintain effective working relationships with departmental officials, outside agencies, County employees, and the general public.
- Ability to communicate effectively in writing.
- Ability to interpret policies, laws, and regulations for departmental officials and the general public.
- Ability to establish and maintain detailed record-keeping systems.
- Ability to develop forms and methods related to employment, recruitment, and related responsibilities.
- Ability to attend work regularly and reliably.
- Skill in the operation of a calculator.
- Skill in the operation of computer-related equipment.
Physical Requirements
- Visual acuity is necessary for the use of a computer screen.
- Digital dexterity is needed for keyboard operation.
- Ability to communicate orally effectively to individuals and to groups, in person and by telephone.
- Ability to work in a constant state of alertness and in a safe manner.
- Ability to concentrate for long periods of time.
Education And Experience
Completion of college-level course work in Human Resources Management, Psychology, Sociology, Business Administration, or a related field; some experience in Human Resources, recruitment, or a related field; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
