What are the responsibilities and job description for the Accounting Clerk position at Public Housing Authority of Butte?

ESSENTIAL DUTIES AND FUNCTIONS

Accounts Payable and Recordkeeping

1. Receives invoices to be paid, (supply and service vendors, credit cards, etc), check that appropriate staff has authorized that invoice is ok to pay, determine which fund (entity) is to be charged for the expense and the type of expense using chart of accounts, expense tables and input from supervisor and program staff.

2. Enter payment amount and fund and expense codes into accounting system; upon final management approval initiate check printing process, and mail out checks to vendors.

3. Use WORD and EXCEL to prepare documents, record information, and maintain records e.g. water, electricity, and gas usage by living unit and list of checks dispersed through the accounting system.

4. Purchase and maintain inventory of office supplies, keep a record of usage by each entity for charge back purposes

5. Filing

Payroll and Employee Insurance (backup to Financial Manager)

1. Set up and enter employee and position record into payroll software – name, address, title, pay rate, W-4, etc.

2. Distribute and collect completed time sheets, enter hours worked and other necessary data to produce paychecks; runs download process from time clock system to populate biweekly time worked record in the payroll software.

3. Runs payroll processes that calculate gross and net payroll, review and resolve edit and error messages generated in the payroll calculate process.

4. Upon review and approval of the Financial Manager Initiates the printing of paychecks or payroll notices; runs ACH process to distribute payroll to employee bank accounts.

5. Generate reports to provide information to distribute/pay employer and employee payroll deductions e.g. taxes, PERS, insurance

6. Organize and maintain employee payroll files, payroll reports and other related records; ensures confidentiality of employee information.

Office Administration

1. Answer the phone and direct calls to appropriate staff members.

2. Inputs work orders into the system.

3. Collects rental payments.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Demonstrated Knowledge of:

Computer applications for accounting and payroll systems, word processing, spreadsheets, and data management, general office procedures, and the use of common office equipment; accounts payable and payroll concepts and practices; English grammar, punctuation and writing styles.

Demonstrated Skills in:

Accounting and recordkeeping: to comprehend financial information and organize and complete accounting and payroll transactions, recordkeeping, and reporting assignments.

Communication: including ability to establish and maintain cooperative working relationships with all those contacted in the course of work, this includes fellow employees, community members, and tenants; to communicate effectively verbally and in writing; to recognize and maintain confidentiality of personal information.

Self-development and learning: including continuing education in new methods, and materials, and the ability to learn and apply agency processes and procedures.

Machine and equipment operation, use of office software: An understanding of the operation of office machines for own department use, such as computer and related software, printer, copier, postage and fax machines and telephone system.

Adaptability to changes and problem-solving skills: Ability to organize and complete detailed work and solve practical problems in an office environment and to define problems, collect data, establish facts and draw valid conclusions.

Qualifications:

Education and experience equivalent to completion of high school and some college coursework in accounting, communications and office technology and two years of office experience including payroll, bookkeeping and accounts payable experience; must maintain a valid driver’s license.

Must pass a criminal background check with no violent, drug-related criminal activity and/or felony convictions.”

Pay: $20.84 per hour

Expected hours: 40.0 per week
