Primary Purpose:
Provide targeted clerical and administrative support to the Language Proficiency Assessment Committee (LPAC) to ensure accurate identification, documentation, and reporting for Emergent Bilingual (EB) and immigrant students. Maintain federal and state compliance, support data integrity, and safeguard district funding through precise PEIMS coding and record-keeping.
Qualifications:
Education/Certification:
High School Diploma or GED
Bachelor’s Degree, preferred
Texas Teacher Certification, preferred
ESL/Bilingual Certification, preferred
Experience working in an educational setting, preferably with Bilingual/ESL programs
Special Knowledge/Skills:
- Comprehensive knowledge of LPAC processes, requirements, and applicable state and federal regulations
- Proficiency in data entry and record management using district platforms (Skyward, Ellevation, Laserfiche, Edugence)
- Strong working knowledge of Google Workspace tools
- Ability to maintain strict confidentiality and work both independently and collaboratively
- Excellent organizational, communication, and interpersonal skills
- Strong attention to detail with the ability to accurately analyze, input, and verify data to ensure audit readiness
Experience:
- Experience in data entry, records management, or administrative support within a school or educational setting
- Demonstrated experience coordinating and maintaining documentation for LPAC processes, including initial identification, annual reviews, and reclassification of emergent bilingual (EB) students
- Proven track record of maintaining accurate digital and physical records in compliance with state audit and federal monitoring requirements
Major Responsibilities and Duties:
Compliance and Data Management
1. Maintain accurate and up-to-date student records, including initial identification, annual reviews, and reclassification of emergent bilingual students.
2. Input and maintain emergent bilingual student data in district software, ensuring accuracy for PEIMS and federal coding.
3. Track immigrant student data and documentation to ensure compliance with state reporting requirements.
4. Upload, organize, and maintain digital records in Ellevation and Laserfiche in addition to other district systems for audit readiness.
5. Assist with federal monitoring preparation, state audits, and data verification requests from the Texas Education Agency (TEA).
6. Manage timelines for department reviews and federal monitoring checkpoints.
LPAC Support
7. Organize paperwork/documentation for LPAC meetings, including scheduling and preparing necessary documentation.
8. Conduct Initial Testing procedures and protocols for Emergent Bilingual Identification
9. Ensure LPAC decisions regarding student placement and instructional supports are properly documented and communicated.
10. Collaborate with campus LPAC Leads and ESL staff to ensure standardized procedures across the district.
Annual Academic Operational Cycle
This role operates in alignment with the academic compliance calendar, with peak activity occurring at the beginning and end of the school year. The position requires strong organizational skills, exceptional time management, and the ability to effectively manage increased workloads during these critical periods.
- Beginning of the year: Safeguards Bilingual Education Allotment (BEA) funding.
- Middle of the year: Supports state accountability measures and ensures compliance with all testing requirements.
- End of year: Maintains federal and state compliance related to student eligibility, including exit, reclassification, or continuation of services.
Beginning of the Year Focus:
Identification, Placement, and Funding Accuracy
11. PEIMS/Federal Coding: Ensure all newly enrolled emergent bilingual and immigrant students in Prosper ISD are accurately identified and coded in the Student Information System (SIS/Skyward) prior to the October Snapshot to safeguard district funding.
12. Verify accurate coding of students participating in Alternative Language Programs when operating under a TEA-approved Bilingual Education Exception or ESL Waiver.
13. Cross-reference student schedules with teacher certification records to confirm proper program coding and alignment with state funding requirements.
14. Audit PEIMS participation codes to ensure accurate capture of weighed funding for students served in alternative program settings.
15. Monitor and update student transitions from alternative to standard programs as teacher certifications or program availability change, ensuring real-time PEIMS accuracy and audit readiness.
Middle of the Year Focus:
Assessment Readiness
16. Verify that LPAC-determined linguistic accommodations for STAAR and classroom instruction are accurately documented and clearly communicated to instructional staff.
17. Ensure TELPAS readiness by validating the accuracy and integrity of testing rosters, including “Years in U.S. Schools" data for state reporting.
18. Monitor the academic progress of students in their first four years of “Monitor" status by collecting and maintaining required documentation to support continued success after program exit.
End of the Year Focus:
Reclassification, Exit, and Summer Planning
19. Support the identification of eligible PK and Kindergarten students for the state-mandated Bilingual/ESL Summer School program.
20. Conduct a comprehensive year-end compliance audit of all required documentation, including Ellevation records and cumulative folders to ensure TEA audit readiness.
21. Compile and organize program evaluation data to support the Director of Language Programs in assessing the effectiveness of instructional supports.
22. Ensure all emergent bilingual and immigrant students are accurately coded in the Student Information System (SIS/Skyward) in alignment with PEIMS and federal requirements.
23. Update coding for students transitioning out of Alternative Language Programs or exiting services to ensure accurate reporting for the upcoming school year.
