The Human Resource Manager provides Prosecuting Attorney manager level leadership and operational oversight of all human resource functions of the Prosecuting Attorney’s Office (PAO), supporting the Prosecuting Attorney and Chief of Staff, directing and managing comprehensive human resource programs and services for the PAO. This position oversees the HR functions for multiple functional divisions, ensuring consistent, equitable, and legally compliant HR practices aligned with office values, strategic priorities, and workforce needs. This is an at-will position and serves at the pleasure of the Prosecuting Attorney.

Responsibilities

  • Lead, develop, and execute strategic HR initiatives that support the PAO workforce and operational goals, including welcoming workplace initiatives.
  • Act as the Chief of Staff’s designee for PAO HR operations, labor and employee relations matters, grievance responses, and public representation as needed.
  • Serve as a strategic advisor to PAO leadership and division managers on complex HR issues, organizational planning, and workforce challenges.
  • Maintains a close working relationship with the division managers involving a high level of trust and serves as a resource to all supervisors within their chain of command on matters within the HR Manager’s expertise.
  • Exercises discretion and sound judgment, involving a myriad of highly sensitive HR operations.
  • Effectively manages employees in a represented environment.

Operational Oversight and Program Management

  • Oversee the delivery of consistent, accurate, and timely HR services across all divisions; ensure alignment with PAO policies, collective bargaining agreements, and applicable federal and state laws.
  • Lead the development, review, and implementation of HR policies and procedures.
  • Support and coordinate PAO labor relations activities, including negotiation strategy, grievance management, misconduct investigations, and discipline.
  • Ensure effective administration of classification and compensation systems and talent acquisition practices.
  • Support EEO and ADA compliance efforts by collaborating with County HR program leads and providing guidance to the PAO on related labor/employee relations matters.
  • Oversee all aspects of hiring, including recruitment and selection of all paid and volunteer positions, which includes participating in selection of candidates. Act as main point of contact for prospective employees and volunteers. Respond to applications for employment, volunteer positions, internships, externships and job shadows. Represent office at recruiting events or coordinate participation of other office representatives at such events.
  • Develop, oversee, monitor, and train on HR-related programs such as the evaluation process; supervisory training; new employee orientation; mentoring program; and succession planning.
  • Advise management on corrective and disciplinary actions; conduct investigations when necessary; mediate disputes; consult on concerns related to evaluations; participate in discussions regarding promotions, recommendations on salary, reassignments, and other personnel and human resource matters pertinent to all staff.
  • Coordinate classification and compensation proposals.
  • Ensure PAO policies and procedures are up-to-date and recommend changes.
  • Oversee creation and maintenance of employee personnel files ensuring confidentiality and appropriate dissemination of information.
  • Serve as PAO liaison between PAO and County Human Resources Department for reasonable accommodation requests, FMLA, Humanitarian Catastrophic Leave, and other issues.
  • Serve as a resource for employees for all HR related matters.
  • Monitor legal, regulatory, and industry changes to keep the PAO in compliance and guide the implementation of best practices.

Performance Management

  • Provide direct leadership and guidance to PAO managers and professional staff across multiple HR functions.
  • Assist PAO managers in establishing performance expectations for their staff, mentor managers in providing performance feedback to their staff, and foster a collaborative, high-performing, and customer-focused performance management system within the PAO, including ensuring compliance with the PAO policies.
  • Oversee HR related projects and organizational development initiatives.

Requirements

  • Proven experience in human resources management with a strong understanding of human capital management principles.
  • Demonstrated expertise in employment & labor law compliance
  • Strong project management skills
  • Excellent communication skills for effective collaboration across departments and with external partners.
  • Experience in talent acquisition
  • Ability to handle sensitive information with discretion and maintain confidentiality at all times.
  • Bachelor's degree in Human Resources, Business Administration or related field.

The Criminal Division is comprised of units focused on General Crimes, Violent Crimes, High Priority Offenders, Sexual Assaults, Domestic Violence/Human Trafficking, Misdemeanors, Juveniles, and Appeals. It also houses the Investigative Services Unit and our Victim-Witness Assistance Services. The Criminal Division reviews over 14,000 criminal referrals every year.
The office’s Civil Division provides legal advice to county officials and represents the county in civil litigation matters.
The Family Support Division protects the best interests of children, establishes parentage, and works to enforce child support.
