Job Summary

The Human Resources Leave Administration and Absence Management Manager oversees the District's leave administration and absence management processes, procedures, policies, communications, tracking mechanisms, recordkeeping, data analytics, and programs. Works closely with colleagues in the Human Resources, Payroll, Finance, Records as well as administrators, principals and supervisors throughout the District to make absence administration programs, policies, processes and communications accessible, understandable and supportive of the School District's talent mission and educational programs.

Essential Functions

  • Provides guidance to employees regarding various types of leaves, answers questions concerning deductions from pay related to absences, leave balances, return to work dates, interpretation of contract language and/or district policies and procedures.
  • Provides employees with timely required notices.
  • Monitors sick and other leave balances and adjusts assignments appropriately to ensure accruals are awarded in compliance according to established guidelines and policies.
  • Processes and monitors long-term absences and leave; determines eligibility for various leave programs including Family and Medical Leave (FMLA), Paid Family Medical Leave (PFML), and shared leave.
  • Integrates leave administration and absence management processes and procedures using various platforms that currently include Skyward, AESOP and FileMaker Pro.
  • Ensures compliance of District leaves administration and absence management policies and processes with federal, state and local regulations as well as the contractual provisions of all unions.
  • Promotes efficient leave administration and absence management operations; analyzes absence/extended leave data to identify trends that could impact School District staffing, operations and budgets or otherwise support changes to related policies, processes and procedures.
  • Drafts communications (website, handbook, memos, and training materials) that clearly state the District's leave administration and absence management policies and procedures.
  • Oversees certificated and classified leave requests and serves as designee for exceptions.
  • Identifies processes and procedures, lines of communication, opportunities for critical monitoring/data integrity oversight, and other aspects of the leave administration and absence management programs to ensure compliance with District policies, contractual provisions of all unions and federal, state, and local leave administration regulations.
  • Evaluates and recommends processes and procedural changes that would more fully integrate and coordinate the leave administration and absence management programs within Skyward, AESOP, and FileMaker Pro platforms.
  • Collaborates closely with the HR, Payroll and Technology to maximize technological capabilities in leave administration and absence management processes and procedures.
  • Develops training materials and other communications to promote consistent and accurate application of new leave administration/absence tracking, codes and procedures.
  • Provides project management to oversee changes or program rollout including documenting project progress; revises materials/forms/communications, updates website, and creates training materials.
  • Provides guidance/training to administrators, managers, secretaries and other colleagues as appropriate regarding leave administration and absence management policy compliance, processes and procedures.
  • Conducts audits of Leave of Absence reports against Time and Attendance reports (TimeOff) in order to proactively identify discrepancies.

Other Functions

  • Supervises and evaluates support personnel.
  • Assists other personnel as may be required for the purpose of ensuring an efficient and effective work environment.
  • Attends meetings for the purpose of conveying and/or gathering information.
  • Attends district and area meetings related to human resources.
  • Attends meetings as required by the department and related service organizations.
  • Maintains regular, predictable, and punctual attendance during regularly scheduled work hours at assigned worksite.
  • Performs the physical requirements of the position, works within the established working conditions of the position.
  • Works a flexible schedule, which may include evenings and weekends.
  • Performs other job functions as assigned.
  • Other duties as assigned and/or within the scope of this position.

Qualifications

Education

  • Bachelor's degree in human resources, labor relations, organizational development or a related area preferred.

Experience

  • Five years of professional human resources generalist experience preferably in a leadership capacity which has included responsibility for HR policy compliance review, processes oversight, project development/management and leave administration using an integrated HR/Attendance platform.
  • Experience in the education sector and/or union experience preferred.
  • Other experience and/or education may be substituted for required experience and/or education.

Knowledge, Skills And Abilities

Demonstrated knowledge of:

  • Employment laws related to leaves of absence administration including Family and Medical Leave Act (FMLA), Paid Family Medical Leave (PFML), Uniformed Services Employment and Reemployment Rights Act (USERRA), Americans with Disabilities Act (ADA), Workers' Compensation and other related federal, state and local regulations; Wage and Hour, Record Retention and Fair Labor Standards Act (FLSA).
  • Leave Administration policies, processes and best practices.
  • Data analytical tools, including complex Excel spreadsheets and FileMaker Pro.
  • HR systems, preferably Skyward or other major platforms, and HR integration with Leave Administration, Time and Attendance, Payroll and Benefits administration platforms.

Demonstrated Ability To

  • Conduct a critical compliance review of policies and communications and draft, edit and ensure compliance, clarity and consistent messaging.
  • Utilize software to create reports, charts, graphs and presentations.
  • Apply District HR policies and practices to functional responsibilities.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships throughout the District.

WORKING ENVIRONMENT

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.

Responsibility

Responsibilities include working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; and operating within a defined budget. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to impact the Organization's services.
