Role Summary

This role is responsible for building test strategies and artifacts, executing functional and technical testing, managing defects and quality metrics in Azure DevOps, and partnering with business and technical stakeholders through SIT, UAT, go-live, and hypercare.
Key Responsibilities
SDLC and Quality Governance
- Follow PTC SDLC processes to support timely delivery, quality outcomes, and cost efficiency.
- Participate in design reviews; translate functional and technical specifications into test requirements.
- Create test strategies, test plans, test cases, and test scripts.
- Map test cases to requirements in Azure DevOps (ADO).
- Lead and execute testing for SAP BRIM components, including:
- Convergent Mediation
- Convergent Charging
- Convergent Invoicing
- FI-CA
- Subscription Billing
- Execute functional, integration, regression, and end-to-end test scenarios.
- Validate data migration and financial reconciliation results.
- Test APIs, interfaces, and middleware integrations (examples noted: SAP PO/CPI, ADO pipelines, CRM connectors).
- Support IVR, backend, hardware, and user acceptance testing, including tolling-specific field devices (card readers, tag scanners).
- Validate billing processes, pricing and charge configurations, payment flows, and revenue accounting aligned to BRIM processes.
- Assess and document defect risk factors and provide recommendations prior to production releases.
- Track QA execution, defects, root-cause analysis, and quality metrics.
- Build and maintain dashboards, reports, and queries in Azure DevOps.
- Partner with QA Leads, Scrum Leads, business owners, technical teams, and vendors.
- Promote QA best practices and process improvements.
- Review and improve user stories, tasks, test cases, and defect documentation for accuracy and completeness.
- Support deployment readiness reviews and production cutover activities.
- Support UBOS SIT, UAT, PI cycles, Showbacks, Go-Live, and Hypercare phases.
- Maintain strong written and verbal communication across business and technical teams.
- Work independently and as part of a team; stay organized and self-directed.
- Use Microsoft Office 365 and Azure DevOps Testing modules.
- Fully document all work products, including test plans, test scripts, impact analysis reports, lessons learned, best practices, and other documentation required by the Commission, using Commission-provided formats or templates.
- Adhere to Commission standards, policies, and procedures and use required tools to complete duties.
- Perform other duties as assigned by the Commission.
- 8 years of Quality Assurance experience with enterprise application testing.
- 2 years hands-on SAP BRIM testing experience across billing, invoicing, payment processing, and FI-CA.
- 2 years of Dynamics CE application testing.
- Experience with end-to-end, integration, regression, and data migration testing.
- Experience with API testing, backend validation, SQL queries, and ETL or interface testing.
- Experience testing internal applications (CSR), web applications, ERP systems, banking and financial systems, and tolling domain applications.
- Experience with Azure DevOps for test and requirements management.
- Proficiency with Microsoft Office 365 and Azure DevOps Testing modules.
- Bachelor's degree in business management, information systems, or related field (equivalent experience may be accepted).
- QA, SAP, or ITIL certifications.
- Experience with enterprise CRM or ERP transformation initiatives.
- 2 years of tolling or transportation industry systems experience.
- Knowledge of ITIL or ITSM practices.
- Experience validating reporting, financial reconciliations, or BRIM revenue processes.
- Work is virtual or remote until further notice, but onsite is required at Middletown, PA for Solution Confirmation, PI cycles, Showbacks, SIT, UAT, Go-Live, and Hypercare.
- Resource must attend onsite meetings approximately 1 week per month based on the Commission's schedule.
- In-person interviews and stakeholder work sessions will be held at Commission facilities in Middletown, PA.
- Post go-live support may require onsite rotations consisting of one-to-two week tours of duty over a planned six-month period after UBOS goes live.
- Orientation is onsite for a full day to pick up Commission equipment. Equipment will not be shipped and may only be picked up by the selected resource. Travel costs for orientation and equipment pickup will not be reimbursed.
- If the resource is within 3 hours commuting distance of Middletown, PA, travel is not separately compensated and is included in the rate.
- If travel expenses are authorized, reimbursement must follow federal GSA guidelines with receipts.
- Enhanced background check is required.
- Must provide Pennsylvania Access to Criminal History (ePATCH) results dated after the Statement of Work release date.
- Must provide National Criminal Check results.
- Must complete Commission onboarding documentation, sign Acceptable Use of Technology Resources (Policy 8.01) and door access agreement, provide a contact phone number and current professional photo, and sign an NDA if required for system or data access (with Commission supervisor approval).
- Camera use is expected during meetings.
- Maintain professional appearance on camera.
- Must be able to come onsite within 3 hours in an emergency.
- Onsite attendance may be required for planned implementations or system issues with advance notice when possible.
- Must follow published IT Standards (including those published publicly by the Commission).
- Overtime requires prior approval of the Project Principal with justification.
