Roles & Responsibilities:
· Serve as the primary authority for overall project execution, managing the time-phased Integrated Master Schedule from kickoff through final walk-through.
· Direct the development, quality review, and timely submission of all Contract Data Requirements Lists (CDRLs), including As-Builts, Installation Plans, and Test Reports.
· Act as the primary corporate interface for the Government Point of Contact (POC) and Project POC (PPOC) regarding contractual, status, and milestone reviews.
· Perform proactive risk mitigation and ensure any planned system outages are coordinated with the Customers in advance.
· Manage daily base access coordination for the technical team, ensuring full adherence to escort mandates and base safety instructions.

· Identify field deficiencies or site variations instantly, communicating them to the PM and base representatives for corrective alignment.
· Architect the end-to-end, fully redundant rotating transport ring framework using existing GFE outside plant fiber strands.
· Design the precise logical mappings and software cross-connections for all high-density circuits.
· Design and engineer the Circuit to Packet (CTP) Layer II switch implementation between the customer’s Buildings, correctly mapping Foreign Exchange Subscriber (FXS) and Foreign Exchange Office (FXO) port layouts.
· Redline complex floor plans and base maps to compile finalized, pinpoint-accurate As-Built Technical Drawings.
· Execute de-crating, indoor transit, and physical rack/cabinet mounting of SRS frames and 2 KVA UPS units. Assemble and floor-anchor the new 7-foot Relay Rack in the customer’s Building.
· Securely bond and ground newly installed equipment enclosures to the building's technical ground bar infrastructure following J-STD-607-A engineering constraints.
· Route and terminate fiber optic patch cords from SRS ports to GFE patch panels featuring Snap-and-Twist (ST) connectors, alongside CAT 5e segments for drop links.
· Systematically tag all physical hardware housings, modules, cross-connect cables, and drop lines in accordance with ANSI/TIA/EIA-606-A-2002 standards.
· Lead and perform the mandatory three-stage sequential verification testing loop: Physical Inspections, Component Validation testing, and live Operational Tests.
· Direct detailed test diagnostics verifying automatic chassis failover performance between the Main and Standby Fiber Optic Transmit and Receive modules.
· Document all raw performance metrics, error telemetry data, and system validation screenshots to publish formal Test Reports within 10 days of trial loops.
· Issue soft-copy weekly status progress logs and maintain an active tracking ledger recording any field deviations or system discrepancies.
· Develop and assemble comprehensive, professional-grade technical training manuals, visual instruction slides, and equipment blueprints tailored to the deployed transport ring.
· Conduct hands-on, interactive operational and system familiarization workshops for five designated Government personnel inside base facilities.
· Train base technicians on complete hardware/software capabilities, configuration utilities, sub-component loop testing, and diagnostic tools to ensure they are fully capable of maintaining the system and configuring future interfaces independently.
Required Qualifications & Skills
Experience:
· Project Management experience managing federal government and Department of Defense (DoD) infrastructure or telecommunications modernization contracts.
· Experience acting as an on-site lead or foreman for military base communications center deployments or structural IT projects.
· Experience engineering carrier-grade Optical Transport Networks (OTN), high-capacity SONET structures, and multi-media drop-circuit routing configurations.
· Expert knowledge of TDM/SONET circuit definitions (VT1.5, STS-1, STS-3c, STS-12c), CTP engineering, and ANSI/TIA standard architectures.
· Network Engineer Certification: Cisco CCNA/CCNP or equivalent optical vendor design certification.
· Hands-on physical layer field technician experience completing structural telecommunications infrastructure deployments, cable routing, and electronic systems integration.
· Expert cable termination (ST fiber and copper connectors), electrical cabinet populating, structural drilling, wall fire-rating restoration techniques, and safe man-lift operations.
· Dedicated quality assurance or test engineering experience validating high-speed fiber networks, optical backbone stability, or mission-critical military communications equipment.
· Optical Power Loss testing, network telemetry analysis, loopback diagnostic tools, screenshot-based testing validation, and rigorous alignment with ISO 9001:2015/ISO 20000 quality systems.
· Experience authoring technical curriculum and delivering instructional, hands-on training workshops covering enterprise network engineering or hardware transport management systems.
Certifications:
· Mandatory Manufacturer Vendor Certification to Engineer, Furnish, Install, and Test (EFI&T) the specific hardware platform selected for the SRS. BICSI Installer 2 (Optical Fiber) preferred.
· Certified Reliability Engineer (CRE), ASQ Certified Quality Engineer (CQE), or an equivalent network systems testing framework certification.
· Vendor-Certified Trainer on the deployed SRS hardware platform; technical degrees or matching industry education certificates.
· Project Management Institute (PMI) Project Management Professional (PMP) certification.
· OSHA or equivalent telecom safety certification.
Security Clearance:
· Clear background check for base access authorization; capable of working unclassified tasks inside secure facility perimeters.
