Roles & Responsibilities:
· Perform technical activities across the entire software lifecycle, including technical design, prototype development, programming, unit testing, and system integration within a Human Resources / PeopleSoft HCM environment.
· Lead collaborative design sessions, interactive prototyping, and system demonstrations directly with government technical teams and client stakeholders to lock down functional requirements.
· Review team deliverables for architectural soundness, software quality, and conformance with bureau design principles prior to user acceptance testing (UAT).
· Perform comprehensive peer code reviews to maintain technical uniformity across application layers and prevent baseline code regression.
· Architect and support multi-tier server topologies, operating cross-platform infrastructure built on Microsoft Windows Server and enterprise Linux distributions.
· Provide high-level technical administration for high-availability database environments, specifically optimizing Microsoft SQL Server and Oracle Real Application Clusters (RAC).
· Manage virtualized environments running VMware ESXi hypervisors and vCenter orchestration platforms, coupled with Cisco UCS hardware platforms.
· Manage disaster recovery, business continuity routines, and automated enterprise backups using centralized platforms (such as EMC Avamar and DataDomain).
· Orchestrate directory-level security controls, role-based access tokens, and administrative account provisioning via Active Directory Organizational Unit (OU) structures.
· Lead the technical execution of off-hours server patch validation, system data migrations, and weekend application deployment windows to achieve minimal operational disruption.
· Define and maintain architectural frameworks, software patterns, data schema structures, and structural guidelines to standardize software builds across the bureau footprint.
· Design and deploy high-performing, secure web services utilizing HTTPS communication protocols alongside flexible data models including SOAP, REST, XML, JSON, and XSLT mapping.
· Conduct advanced technology evaluation studies regarding emerging cloud systems, data architectures, and modernization paths, converting findings into business-oriented summaries for Division Chiefs.
· Isolate complex code execution anomalies, compile source directories, and perform systematic deep-dive software defect root-cause analyses.
· Provide day-to-day administrative support to application developers running programs across Windows and Linux server platforms.
· Monitor infrastructure health and track, isolate, and resolve technical support tickets within defined service level agreements (SLAs).
· Execute routine system performance tuning, disk storage resizing, file system validation, and verified migration operations across environments.
· Oversee directory group memberships, establish Active Directory network policies, and run routinely scheduled backup/restore testing.
· Deploy monitoring agents across target servers using standard toolsets (such as Oracle Enterprise Manager, NetIQ AppManager, or WhatsupGold) to flag hardware alerts.
· Write clean, sustainable program code based on functional requirements, creating step-by-step systems documentation and technical user guides.
· Support and build data translation workflows using web service standards like SOAP, REST, JSON, and XML structures.
· Author, update, and execute strict Unit Test Plans, manually compiling source files while repairing any compilation or library link errors.
· Partner with validation test teams to triage system defects, implement targeted logic fixes, and run rapid regression testing to prove requirement fulfillment.
· Perform database schema operations, structure relational queries, and ensure data normalization constraints are preserved.
· Maintain and support the specialized source code repository software architectures, enforcing secure branching rules to enable smooth parallel development.
· Build, maintain, and troubleshoot automated continuous integration and continuous deployment (CI/CD) release pipelines across staging tiers.
· Intake and log System Change Requests (SCRs) and Software Change Proposals (SCPs), tracking configuration item dependencies from ingestion through live distribution.
· Schedule, coordinate, and facilitate Configuration Control Board (CCB) sessions, managing notifications and issuing formal agendas, action items, and meeting minutes.
· Manage pre-release validation checks, verify commercial software licensing boundaries, and execute controlled deployments via enterprise toolsets (such as DevOps, JIRA, and Phire).
Required Qualifications & Skills
Experience:
o Demonstrated experience executing software engineering, application architecture, and development within a large-scale federal HR or PeopleSoft environment.
o Extensive experience in enterprise datacenters, specializing in cross-platform server design, virtualization hypervisors, and clustered database architectures for federal IT operations.
o Advanced, verifiable experience developing enterprise web services, managing structural system integration boundaries, and delivering architectural documentation within a federal environment.
o Solid technical background administering enterprise server hypervisors, processing technical tickets, and managing network directory configurations within a federal infrastructure.
o Professional-level software programming proficiency, database query construction, and defect resolution experience inside an Agile or Waterfall framework.
o Experience running code repositories, managing software change governance databases, and automating build/release cycles within a federal program security boundary.
