Background
Project HOPE seeks to develop a comprehensive Finance and Accounting Manual to standardize financial management, accounting practices, and compliance processes. This manual will serve as a reference for internal teams and ensure adherence to regulatory and audit requirements.
Objectives
The objective of this assignment is to engage a qualified consultant to design and deliver a Finance and Accounting Manual, templates, and implementation support.
Scope of Work
The consultant will be responsible for the following tasks:
* Develop a Finance and Accounting Manual covering policies, procedures, and compliance guidelines.
* Create guidance on intercompany billing and structure, including roles, responsibilities, and documentation standards.
* Provide templates and tools such as forms, charts of accounts, and sample financial statements.
* Offer implementation guidance, including internal controls and risk management.
* Conduct training sessions for finance and administrative teams on using the manual.
Methodology
The consultant will conduct a needs assessment, review existing policies, benchmark against best practices, and collaborate with management to draft and finalize the manual. Recommendations for process improvements and automation will also be provided.
Deliverables
* Comprehensive Finance and Accounting Manual.
* Intercompany billing and structure guidelines.
* Templates and tools for financial processes.

Timeline
Phase 1: Assessment and data collection - 3 weeks

Consultant Qualifications
* Minimum 10 years of relevant professional experience in finance, accounting, and compliance.
* Experience in developing finance and accounting manuals for non-profits
* Strong understanding of compliance and audit requirements, including 2 CFR 200 and Uniform Guidance
Evaluation Criteria
Proposals will be evaluated based on the consultant's experience, methodology, timeline, and cost-effectiveness.
