POSITION SUMMARY:  

The Supply Chain (Logistics) Manager is responsible for the overall management and coordination of logistics operations, including warehousing, fleet management, assets, inventory, transportation, and Gifts-in-Kind (GIK).

The role ensures logistics systems operate efficiently, safely, and in compliance with organizational policies and donor requirements, enabling program teams to deliver humanitarian assistance effectively.

This position supervises the logistics team, with special emphasis on warehouse operations, and works closely with program, administration, finance, and security teams to ensure timely, safe, and cost-effective logistical support. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed

Key Responsibilities – Warehousing And Inventory Management

  • Supervise warehouse operations, ensuring all goods received are inspected, recorded, and stored according to Project HOPE and donor standards.
  • Ensure proper storage conditions for sensitive items (e.g., medicines, medical supplies, perishable goods, and GIK items).
  • Implement warehouse layout planning to optimize space, access, and safety.
  • Maintain accurate inventory records using warehouse management systems, including stock cards, ledgers, and electronic databases.
  • Conduct regular physical inventory counts and reconcile discrepancies with system records.
  • Implement stock rotation systems (FIFO/LIFO) and monitor expiry dates for perishable or medical items.
  • Ensure warehouse safety and security, including fire safety, controlled access, and emergency procedures.
  • Monitor warehouse staff performance, provide guidance, and ensure team compliance with SOPs.
  • Support planning of incoming and outgoing shipments, including coordination with transport and fleet teams.
  • Ensure proper receiving, dispatch, and storage documentation is completed and archived.
  • Train staff on warehouse procedures, inventory management, and GIK handling. Asset and Equipment Management
  • Ensure all organizational assets and General Program Equipment (GPE) are properly tagged, recorded, and tracked.
  • Maintain an up-to-date asset inventory system.
  • Ensure assets are issued to staff with proper documentation and returned upon staff departure.
  • Conduct periodic asset verification according to organizational policies. Fleet and Transportation Management
  • Manage organizational vehicles ensuring they are tagged, tracked, and maintained.
  • Supervise fleet operations including vehicle allocation, driver supervision, fuel management, and scheduled maintenance.
  • Ensure adherence to the Fleet Operational Handbook and vehicle safety policies.
  • Monitor vehicle usage and maintain fleet tracking systems and logs.
  • Coordinate transportation requests and ensure efficient scheduling. Gifts-in-Kind (GIK) Management
  • Oversee receipt, documentation, storage, and distribution of donated goods.
  • Ensure all GIK items are tracked and reported accurately.
  • Ensure compliance with donor requirements and organizational procedures.
  • Coordinate with warehouse and program teams for distribution of GIK items. Reporting and Documentation
  • Maintain accurate records for warehouse, fleet, asset, and GIK activities.
  • Prepare monthly logistics and warehouse reports for the Country Supply Chain Manager.
  • Ensure proper archiving of logistics documentation.
  • Support internal and external audits related to logistics operations. Coordination and Collaboration
  • Liaise with program teams to support operational needs.
  • Coordinate with other NGOs, UN agencies, and the Logistics Cluster for information sharing.
  • Support logistics operations across multiple field locations as required.

Staff Supervision and Capacity Building

  • Supervise, mentor, and train logistics staff, especially warehouse teams.
  • Ensure staff follow organizational logistics procedures and standards.
  • Identify training needs and support capacity building of logistics staff, particularly on warehouse and inventory management.

Other Duties

Perform any other tasks assigned by the Country Supply Chain Manager or Supply Chain Director to support effective logistics operations. QUALIFICATIONS 

  • Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Engineering, or related field.
  • Minimum 5–7 years of experience in logistics or supply chain management.
  • Proven experience managing warehouse operations, fleet, assets, and GIK.
  • Experience supervising logistics teams.
  • Experience working with international NGOs or humanitarian organizations.

Desirable

  • Experience in emergency or humanitarian response operations.
  • Experience with donor-funded programs (USAID, ECHO, UN agencies). Skills and Competencies
  • Strong knowledge of warehouse management and humanitarian logistics systems
  • Proficiency in inventory and asset management systems
  • Strong team leadership and supervision skills
  • Good organizational, planning, and coordination abilities
  • Ability to work in high-pressure humanitarian environments
  • Strong communication and interpersonal skills
  • Proficiency in Microsoft Office (Excel, Word, Teams)

Languages

  • Fluent English (written and spoken) – required
  • Fluent in local languages – desirable
