  • Starting Salary: $107,116.00
  • Hybrid Eligible- 4 days on site, 1 day remote

What to expect in this role:

The Director of the Estadt-Lubert Collaborative for Housing and Recovery is responsible for providing strategic and operational leadership to ensure the Collaborative achieves its mission of integrating housing, healthcare, and recovery support for individuals experiencing homelessness and substance use disorders. This role oversees daily operations, fosters strong partnerships with healthcare systems, service providers, and community stakeholders, and ensures alignment with the Collaborative's strategic goals. The Director also leads program planning, evaluation, and continuous improvement efforts to advance housing stability, recovery, and health outcomes across all participating sites.

What you will do in this role:

  • Report to the Senior Vice President of Supportive Housing Operations and collaborate closely with leadership from partner institutions, including Jefferson Health, Penn Medicine, Temple Health, and Prevention Point.
  • Provide supervision, coaching, and guidance to Collaborative program staff, consultants, and research partners as applicable.
  • Provide strategic leadership to ensure all Collaborative programs, initiatives, and partnerships align with its mission, goals, and strategic direction.
  • Chair the Steering Committee and collaborate with the Research Subcommittee chairs to ensure alignment, integration, and progress toward shared objectives.
  • Oversee day-to-day operations, including program management, staffing, budgeting, and performance monitoring.
  • Design, implement, and evaluate quality, measurable services and programming that incorporate mission-focused, person-centered best practices.
  • Establish key performance indicators (KPIs) and data systems to monitor, analyze, and report outcomes and trends.
  • Ensure continuous quality improvement and data-informed decision-making across all program areas.
  • Develop and implement policies, procedures, and systems to ensure compliance with internal standards, external regulations, and information management requirements.
  • Cultivate and maintain strong relationships with internal departments, partner institutions, and community stakeholders.
  • Develop and expand partnerships with government agencies, healthcare systems, and community-based organizations to enhance the Collaborative's reach and impact.
  • Facilitate coordination between housing, healthcare, and behavioral health providers to improve participant outcomes and system-level integration.
  • Identify, develop, and pursue sustainable funding opportunities, including public and private grants, contracts, and philanthropic partnerships.
  • Lead communication, reporting, and public visibility efforts to highlight the Collaborative's initiatives, outcomes, and community impact.
  • Represent the Collaborative at community forums, partner meetings, conferences, and public events.
  • Foster a culture of collaboration, innovation, equity, and accountability within the Collaborative and across partner organizations.
  • Prepare and present financial analyses, progress reports, and performance summaries as requested.

What you will bring to this role:

  • Master's degree in public health, Social Work, Public Administration, Healthcare Administration, or a related field required.
  • Minimum of 7 years of progressively responsible experience in program management, housing and healthcare integration, behavioral health, or related fields, including at least 5 years in a leadership or management role.
  • Proven experience developing, leading, and implementing strategies that advance organizational goals and measurable outcomes.
  • Demonstrated expertise in budget development and oversight, including management of complex budgets, contracts, and grants.
  • Track record of success leading cross-sector collaborations or multi-organization initiatives, with the ability to build and sustain partnerships across diverse systems and organizational cultures.
  • Demonstrated ability to analyze and use data and outcomes to inform program improvement and strategic decision-making.
  • Deep commitment to equity, inclusion, and person-centered care in service design and delivery
  • Experience working with organizations and communities advancing social justice, and with vulnerable populations, including individuals experiencing homelessness, housing instability, and substance use disorders
  • Strong understanding of supportive housing models, healthcare systems, and behavioral health services.
  • Experience leading or coordinating cross-sector, multi-stakeholder initiatives, particularly those that bridge housing, healthcare, behavioral health, and recovery-oriented systems.
  • Demonstrated success in building and sustaining funding strategies, including grant development, contract management, and partnerships that support long-term program sustainability.
  • Experience driving continuous quality improvement efforts, using performance data, participant feedback, and equity-centered approaches to strengthen services and outcomes.
