The Prince George's County Fire/EMS Department is currently seeking applicants to fill a Human Resources Assistant III (Human Resources Assistant 3H) position, grade H17, in the Human Resources Division.

About The Position

Prince George’s County Fire/EMS Department is seeking a Human Resources Assistant III to support personnel operations within the Human Resources Division. This professional HR role supports a large public safety workforce and requires the handling of highly confidential personnel records and information.

This role involves performing a variety of support tasks across human resources functions, including recruitment and selection, classification, records management, employee relations or other human resources program areas. The incumbent is responsible for routine day-to-day operations, such as responding to non-technical HR inquiries from employees and outside entities, assisting with recruitment efforts, conducting new employee orientations, and maintaining personnel records.

The position may involve interpreting personnel rules, explaining leave and payroll procedures, and supporting HR analysts, special committees, and departmental activities. Work is confidential, performed under close supervision, and requires sound judgment, initiative, and a thorough understanding of internal policies and core human resources practices.

Examples of Work

Classification And Compensation

  • Coordinate classification studies by explaining the process to employees.
  • Distribute, collect and review job analysis questionnaires.
  • Conduct research, compile data, and prepare job analysis studies and reports.

Recruitment and Examination

  • Assist in recruitment activities by participating in job fairs to explain career opportunities and application procedures.
  • Review employment applications and support a Human Resources Analyst for assigned employment areas.
  • Schedule and coordinate interview and selection proceedings.
  • Monitor departmental recruitment activities to ensure deadlines are met and vacancies are filled in a timely and efficient manner.
  • Assist in administering and tracking written and performance examinations, entering test scores into a database.

Employee and Labor Relations

  • Assist with the coordination of various human resources programs (e.g., awards, recreation, incentive program).
  • Maintain official personnel files for both active and inactive employees.
  • Enter and retrieve employee information throughout the employment life cycle.
  • Assist with preparing documentation for collective bargaining procedures.
  • Compile personnel files, written opinions, and decisions as it pertains to disciplinary action procedures.
  • Collect, edit, and communicate updates to current and new policies and procedures.

Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Associate's degree from an accredited college or university in Human Resources/Personnel Management, Organizational Development, Business/Public Administration, Psychology, or closely related field
  • One (1) year of experience providing technical human resources support in the areas of recruitment, classification and compensation, benefits administration, employee relations or pensions and investments.

An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered.

Preferred Qualifications

Highly qualified candidates may also demonstrate the preferred qualifications listed below:

  • Experience working in public sector or government human resources.
  • Knowledge of SAP or other HRIS systems.
  • Experience supporting HR operations within a public safety agency (Fire, EMS, Police, or Emergency Management).
  • Experience using NeoGov or similar recruitment systems.

Salary Range Transparency: The salary range listed in this announcement reflects the offer range for this position. Offers made within this range are based on qualifications, experience, and internal equity.

Conditions of Employment: Upon selection, the candidate must:

  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.

  • Be willing and able to serve as an essential employee. This position is essential. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.

General Plan Information

The Prince George’s County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
