POSITION SUMMARY:

The Accounting Analyst III performs highly responsible duties and supervisory work through oversight and coordination of the daily financial activities to ensure the accurate accounting and financial reporting for the school system's Capital Improvement Program, which includes the capital projects, fixed assets, and purchase agreement funds.

Detailed Description


DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Works with the Assistant Controller, reviews relevancy of methods, processes and procedures, and presents suggestions for improvement of the efficiency and effectiveness of the operations;
  • Supervises accounting office staff responsible for monitoring the financial transactions of the capital projects, fixed assets and purchase agreement funds, through effective communication and feedback related to the performance of specific tasks and responsibilities;
  • Provides assistance in resolution of outstanding issues and makes recommendations of procedural revisions;
  • Plans and works collaboratively with the Capital Programs office staff to ensure adherence to accounting policies and procedures, and accountability for accurate coding of expenditures and initiation of other financial transactions, timeliness of inter-office document exchanges, projections of project fiscal outcomes, and successful project retirement and closeout;
  • Maintains the account structure for all capital projects, assigns and creates project accounts, maintains and monitors approved project budgets, and prepares reconciliations and analysis to substantiate accurate reporting of project expenditures;
  • Prepares and approves requests to the county and state for reimbursement of expenditures and prepares project closeouts;
  • Reviews, interprets and approves various reports, journals, expense analysis and reconciliations prepared by the accounting office staff, which are used as support to verify the accuracy of project financial activity within each fund;
  • Provides support to fixed asset staff related to conducting physical inventories;
  • Participates in all financial audits related to capital programs through coordination of auditor requests to staff, preparation of schedules and analysis, and provides responses to auditor's inquiries;
  • Assists in the preparation of the Annual Comprehensive Financial Report (ACFR);
  • Works closely with state and county agency personnel to ensure school system is in fiscal compliance with regulations and maintains good working relationships;
  • Provides responses to agencies inquiries, requests and concerns;
  • Maintains and updates the Accounting and Financial Reporting procedures manual as necessary;
  • Conducts staff meetings and attends meetings, workshops and training as needed; and
  • Performs other duties as assigned.


Job Requirements


QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Previous experience with computerized accounting systems, Oracle ERP/Cloud preferred;
  • Thorough knowledge of accounting theory, principles and application of such theory to a variety of accounting transitions and problems (i.e. account reconciliation, account analysis, preparation of journal entries, closing of accounts, preparation of year-end schedules, etc.);
  • Considerable knowledge of governmental accounting principles; considerable knowledge of accounting techniques and reporting information;
  • Ability to review, examine, analyze and interpret complex accounting documents and records;
  • Ability to prepare clear, concise and complete reports;
  • Ability to plan, organize and work independently;
  • Ability to plan and supervise the work of professional and clerical personnel in a manner conducive to full performance;
  • Expert knowledge of Microsoft Excel, Word, Access and cloud-based applications; and
  • Effective oral and written communication skills.?

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Bachelor's degree from an accredited college or university in accounting, finance or a related field required.A minimum of five (5) years of progressively responsible professional experience as an accountant required; previous experience in a government agency or educational institution and/or experience related to accounting for capital projects preferred.

Oversees and provides guidance and direction to assigned personnel.
