The Prince George’s County Redevelopment Authority is currently seeking qualified applicants to fill a Senior Development Manager, (Community Services Manager) grade G31 position, in the Real Estate Development Group division.
About the Position
The Redevelopment Authority (RDA) is seeking a dynamic Supervisory role as - Real Estate Development Manager who will be responsible for managing the entire development process including feasibility analysis, acquisition, deal structuring, design development, financing, public approvals, construction, marketing, leasing, and close-out. This is a highly responsible management level professional, administrative position. You will serve one of the Senior Manager for Redevelopment and Revitalization with management and oversight responsibility for several major components/initiatives of the Redevelopment Authority. This unit is engaged in the following 4 activities: (1) Acquisition, Development and Disposition—managing a portfolio of real estate development projects; (2) New Development Initiative—managing projects envisioned to revitalize severely distressed subsidized housing and redevelop neighborhoods into vibrant mixed-income communities; (3) Pipeline Projects—managing a project designed to create well-planned, multi-use, mixed-income, walkable, livable community; (4) Providing administrative and technical support to municipal partners and manages implementation of their redevelopment plan; and (5) Special Projects, including public-private partnerships involving public infrastructure and facilities. You will play a key and pivotal role by assisting the RDA Executive Director with strategic planning and agency goal setting, represent and promote the RDA’s interest on all projects, project/program design, budgeting, staffing, program/project evaluation, compliance and stakeholder relations. All work is complex and multifaceted requiring excellent problem solving, creativity and the ability to work with multiple agencies and stakeholders. Work performance for all duties of the position is evaluated based on achievement of Authority 's goals and objectives, with respect to, the timely and successful completion of assigned deliverables.
About the Agency
The Redevelopment Authority develops, redevelops, revitalizes, and preserves targeted communities with an emphasis on communities within the Beltway in support of the County Executive’s priorities of community development, transit-oriented development, and affordable housing.
- Provides oversight and management for the Redevelopment Authority’s initiatives.
- Manages the entire development process including solicitations, feasibility analysis, due diligence, acquisition, deal structuring, design development, financial analysis, public approvals, construction, marketing, leasing, and close-out.
- Provides teamwork, collaboration with colleagues including other real estate development staff and RDA Land Acquisition, Design and Construction.
- Manages the Accounting and Asset Management staff, and with third-party consultants such as legal, construction management and design professionals.
- Manages a portfolio of real estate development, financing, and related projects and for performing tasks appropriate to evaluate and progress individual projects in your assigned portfolio.
- Manages solicitation processes by drafting RFPs, reviewing submissions, communicating with the community and stakeholders, and making recommendations for award.
- Works independently while effectively managing the development team (including architects and engineers, attorneys, internal and external construction managers, property managers and brokers.
- Supports senior staff in managing lender, stakeholders and investor relations; producing progress reports and analysis; maintaining development budgets and schedules; and processing development draws.
- Analyzes potential properties to acquire, including reviewing development proformas and creating written project analysis, coordinate due diligence activities, analyze the project type sub-market, and generally support the Executive Director.
- Manages the entitlement/zoning and permitting processes, and related community input and approval processes.
- Reviews and negotiates draft loan and partnership documents and manage the financial closing on each assigned development.
- Coordinates with federal, state and local government agencies, ensuring that all financing and government regulations are met and required approvals obtained.
- Manages and maintain development schedules to ensure timely completion of development milestones including closing.
- Coordinates the work of the professional consultants comprising the development team, schedule development team meetings and review consultant reports.
- Works closely with third-party design and construction management staff (as applicable), third-party design professionals and general contractors to generate and refine development plans to produce high quality communities that are both responsive to the needs of our residents and communities and are financially feasible.
- Performs site visits as needed.
- Attends construction progress meetings.
- Reviews and approve development-related invoices and draws including change orders.
- Monitors marketing lease-up process to meet or exceed lease-up goals.
- Oversees timely completion of close-out process.
- Prepares quarterly updates and Board approval materials.
- Participates in industry associations and forums as a brand ambassador for RDA.
- Demonstrates the ability to effectively coordinate program design, approval, and implementation with HUD, MD DHCD & County government agencies, including the legislative branch, Office of Finance, Office of Law, Office of Central Services and Office of Management and Budget.
- Provides strategic planning, management and oversight for various infill development and redevelopment projects.
- Assists in the development of comprehensive long and short-range strategies designed to achieve the goals and objectives of redevelopment projects.
- Advises the Executive Director in developing policy and management guidelines related to implementation of goals and objectives and helps establish priorities necessary to accomplish them.
- Researches applicable laws and administrative procedures governing redevelopment projects in the County.
- Plans, directs and continually evaluates the work of employees; professionals and consultants, engaged in a variety of assignments related to the development of project budgets, schedules, compliance and funding techniques, as well as program operations.
- Performs counseling and documents staff personnel files, initiate first step in personnel actions as appropriate.
- Provides training to staff, including but not limited to departmental policy, divisional standard operating procedures, Administrative Plan. Monitor progress; provide follow-up training as required.
- Accepts and performs other tasks and duties which may not be specifically listed in the job announcement but are within the general, occupational category and responsibility level associated with this class of work in order to meet agency's needs and guidelines.
- Master's degree in Business or Public Administration or related field such as Development, Urban Planning, Real Estate.
- Five (5) years of related work experience such as real estate and development with three (3) years in a managerial role.
- Bachelor's degree in business, development, urban planning, commercial real estate or development or related field, plus seven (7) years of related work experience with three (3) years in a managerial role, relevant graduate degree a plus, or law degree,
- 5 years of experience overseeing the entire project lifecycle, drafting leases, right of entries, purchase and sales agreements, including land disposition and development agreements, AIA design, and construction agreement.
- Understanding commercial and residential real estate development and leasing transactions, as well as public-private partnership concepts and their application to public sector.
- Familiarity and experience developing and interpreting financial analysis and deal structures.
- Proficiency with MS Word and Excel is required: proficiency with MS Project and PowerPoint is preferred.
- Good decision-making skills, sound judgment, and problem-solving approach.
- Ability to take initiative and with confidence.
