The Prince George's County Fire/Emergency Medical Services (EMS) Department is currently seeking applicants to fill a Human Resources Analyst I (Human Resources Analyst 1H) position, grade H18, in the Office of Human Resources

About the Position

Prince George’s County Fire/EMS Department is seeking a Human Resources Analyst I/II to support personnel operations within the Human Resources Division. This professional HR role supports a large public safety workforce and requires the handling of highly confidential personnel records and information.

The ideal candidate will bring experience in human resources administration and HR generalist support, with the ability to analyze processes, identify improvements, and proactively support departmental HR operations.

The successful candidate will have experience performing HR generalist functions such as onboarding and new hire orientation, HRIS administration, salary and personnel action processing, and personnel records management. This position also assists with recruitment activities, employee inquiries, and coordination of personnel transactions across the Fire/EMS Department and the County Office of Human Resources Management.

The role requires strong proficiency with HR technologies and systems, the ability to develop HR presentations, workflows, and informational materials, and exceptional attention to detail in writing, correspondence, and personnel documentation. The successful candidate will demonstrate sound judgment, strong organizational skills, and the ability to work effectively in a fast-paced environment supporting a large team.

The mission of the Prince George’s County Fire and Emergency Medical Services (EMS) Department is to serve our communities with excellence by providing the highest quality of risk reduction, fire suppression, rescue, emergency medical, and all-hazards response services to enhance the quality of life in Prince George’s County.

Human Resources Administration 

  • Initiate and review personnel actions for Fire/EMS employees ensuring compliance with Personnel Law and union agreements.
  • Assist with anniversary increase calculations and other salary-related personnel transactions.
  • Analyze and calculate pay adjustments for merit increases, promotions, and demotions.
  • Coordinate Paramedic certification pay (EMT-P), promotion increases and assist Finance with retroactive pay adjustments.
  • Assist with the Special Duty Pay process.
  • Prepare and review Request-to-Hire packages.
  • Generate statistical and analytical HR reports using various software programs.
  • Manage candidate information and recruitment status within NeoGov.
  • Monitor departmental interviews and serve on entry-level interview panels.

Orientation Activities 

  • Participate in Fire/EMS orientation programs for sworn and civilian personnel.
  • Present HR briefings during recruit school and onboarding sessions.
  • Answer personnel-related questions regarding employment documentation and processes.
  • Assist new employees with HR-related onboarding activities.

Entrance and Promotional Examinations 

  • Assist with entrance and promotional examination processes.
  • Ensure examination materials are prepared, distributed, and recovered properly.
  • Prepare examination rooms and ensure proper setup and organization.
  • Serve as a proctor during examinations to ensure compliance with procedures and maintain the integrity of the testing process.

Human Resources Management, Projects, and Reporting 

  • Prepare monthly HR reports related to recruitment, vacancies, attrition, and other HR metrics.
  • Prepare reports and documentation to support budget preparation and departmental reporting.
  • Maintain documentation and coordinate data collection for special HR projects.
Minimum Qualifications 

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
An equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities may be considered.

Preferred Qualifications
Highly qualified candidates may also demonstrate the preferred qualifications listed below:
  • Notary Public certification or the ability to obtain one.
  • Experience working in public sector or government human resources.
  • Knowledge of SAP or other HRIS systems.
  • Experience supporting HR operations within a public safety agency (Fire, EMS, Police, or Emergency Management).
  • Experience using NeoGov or similar recruitment systems.
  • Experience with salary administration, personnel action processing, and HR reporting.

Conditions of Employment:  Upon selection, the candidate must:

  • Meet all training and performance standards and demonstrate proficiency as required by the agency. 
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • Successfully pass public safety preemployment checks which may include reference checks, background investigations, and drug screenings.
  • Be willing and able to serve as an essential employee. This position is essential. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.

Salary : $75,000 - $101,787
