Scope of Eligibility

Description

Open to applicants who meet the requirements below.

Under the close supervision of a supervisory official, in an Environmental Services Program, learns to conduct routine surveys, studies, inspections, and/or investigations relating to the improvement and/or monitoring of environmental conditions, and/or the enforcement of environmental laws/regulations; does other related duties.

Specific to the Position

Position 1 : This position will assist in conducting timely and efficient review of Spill Fund Damage Claims. The Trainee will review reimbursement requests for eligibility, administrative completeness, and cost reasonableness. The trainee will prepare correspondence to claimants, consultants, vendors, and Deputy Attorney Generals as needed to facilitate claim processing and oversight. The trainee will maintain accurate NJEMs database entries for all assigned claims. The Trainee will create payment documents within the NJ Comprehensive Financial System. The employee will interact with DEP staff, and others as needed to disseminate Spill Fund Damage Claim program information.

Position 2: Analyze, develop and execute enforcement strategies for recalcitrant CSRR cases where remediation is lacking and required. Understand the laws, regulations and guidance related to site remediation. Understand the technical and administrative aspects to site remediation. Manage post-enforcement compliance of sites. Use NJEMS and GIS as part of data management and research. Communicate both verbally and in writing complex information.

Preferred Skill Set

Position 1: Ability to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Knowledge and experience with Microsoft Software, including Excel, Word, Adobe. Ability to multi-task, ability to establish and maintain essential shared records, and excellent organizational skills are essential to the position.

Position 2: Knowledge of NJEMS; Knowledge of investigatory and CSRR enforcement procedures

Requirements

Education: Graduation from an accredited college or university with a Bachelor’s degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.

NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
