Primary Talent Partners has a new contract opening for a Project IT Manager II with our large power and utilities client in Charlotte, NC. This is a 12-month contract with a potential for extension. This is a hybrid position - 3 days a week in office.
Pay: $51.00 - $56.00/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship.

The PM-II position is an exciting opportunity to be part of the Enterprise Security Portfolio Management Office (PMO) which drives the organization’s strategic initiatives. The PM-II reports to the Senior Manager, Cybersecurity Strategy and Portfolio Support and is responsible for planning and execution for a portfolio of projects to ensure success factors are met. These include but are not limited to scope, schedule, resources, and cost management. Additionally, this position supports the development, rollout and management of Enterprise Security PMO processes and standards.
The position requires an independent self-starter with the ability to manage projects in a matrix organization to deliver business initiatives for the Enterprise Security Organization. The person will manage all phases of project planning and execution to ensure all project success factors are met, including but not limited to scope, schedule, cost, quality, environmental, safety, communications, security and integration.
The project manager in this position will be responsible for ensuring compliance to governance and standards provided by the Enterprise Security Portfolio Management Office (PMO) and the Program / Project Management Center of Excellence (PMCoE). Must be experienced and comfortable with presenting information to different levels of management.
- Provides leadership, oversight management, delegation, and coordination. The project manager (PM) manages all matrixed members of the team and is responsible for interfacing with functional managers of team members, regarding placement, development and conflict resolution.
- Establishes and maintains communications among all project stakeholders.
- Structures, leads, and/or assists in leading all project related meetings to ensure open communication between all team members, key stakeholders, and management.
- Ensures that the Project Plan, all appropriate reports and reporting means are developed and managed according to Enterprise Security PMO standards.
- Drives the process of project planning including scope definition, estimating, schedule formation, monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, and start-up and commissioning plans and integration processes.
- Effectively deliver project presentations to Project Sponsors and Stakeholders.
- Ensures the business area(s) impacted are sufficiently prepared for the change and is ready to support it.
- Ensures relevant plans for training, communications and stakeholder management are in place and are effective for impacted business areas.
- Works with the team and business area(s) to ensure changes in processes, procedures and deployment of new products and services are delivered to meet planned benefits.
- Supports the creation of new processes and standards needed for the PMO to drive prioritized initiatives, improve project execution, provide visibility of portfolio status and reinforce the Enterprise Security strategy.
- Minimum of 5 years of prior project management work experience
- Minimum of two-year college or university degree
- Working knowledge to Proficient Knowledge of project management principles

- Bachelor’s degree and five (5 ) years of work -related experience managing cybersecurity or physical security related projects
- Expertise in managing multiple projects in parallel
- Demonstrated experience managing medium to large project(s)
- Proficient in Planning and Managing Project Financials (i.e., creation, forecast, projections, etc.)
- Strong Collaboration and Effective Project Leadership Skills
- Ability to adapt to change
- Strong verbal and written communication skills
- Strong analytical, problem-solving and critical thinking skills, decision making
- Proficient in the use of MS Office products - Word, Excel, PowerPoint, SharePoint, Visio, Microsoft Project
- Working knowledge to Proficient in the use of Waterfall Project Management and Agile methodology to plan, monitor and implement projects
- This position is typically retained to manage multiple White or Green I projects per the Project Management Center of Excellence Project Profile Matrix.
- Minimum of 5 years of project management experience.
- Graduation from a two-year college or university. Working knowledge of project management principles.
- Working Knowledge to Proficiency in Project Management, Decision Making, Critical Thinking, and Problem Solving; Project related work experience; Risk Management; Project Leadership; Proven Collaborative Team Member.
- Graduation from a four-year college or university.
- Utility Technical Certifications Training; PMI (PMP or CAPM) Certification; CMII certificates; Professional Engineer License.
- Working knowledge to proficiency in project related Scheduling Cost Controls. Experience in utility industry. Knowledge in construction management.
- The Project Manager I may have relationships with individuals in various organizations ranging from individual contributors to Senior Department Leadership (i.e. individual contributors up to executive management).
- Must have managed technical projects in the past.
- Cybers Security projects a plus.
- Verbal/Written communication will be a focus
- 5%-10% travel
- Likely first-round via Teams; if second-round, will bring candidates onsite for a follow up assessments
