Primary Talent Partners has a new contract opening for a Data Management Project Manager with our large power and utilities client in Charlotte, NC. This is a 12-month contract with a potential for extension. This is a hybrid position - 3 days a week in office.


Pay: $65.00 - $75.00/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship.



Description:
We are seeking a Data Management Project Manager to lead critical initiatives focused on process optimization and system modernization within our data management operations.

Area of Focus: System Retirement & Migration
Objective: Sunset legacy land ID generation system
Scope: Migrate operations to the Land Services Database platform


Expected Outcomes:
  • Improved Service Level Agreements (SLAs) for business stakeholders
  • Enhanced system reliability and performance
  • Reduced maintenance overhead from legacy systems
  • Better integration with existing business processes

Core Responsibilities:
  • Lead end-to-end project delivery for both process improvement and system migration initiatives
  • Coordinate with Data Management teams, IT, and business stakeholders
  • Manage system retirement timeline and risk mitigation strategies
  • Ensure seamless transition with minimal business disruption
  • Develop and monitor SLA improvements and performance metrics
  • Facilitate change management and user adoption activities

Success Criteria:
  • Complete migration from legacy land ID system to Land Services Database
  • Achievement of improved SLA targets for business operations
  • Zero data loss during system transition
  • Positive stakeholder feedback on process improvements
  • This role combines process optimization expertise with technical system migration management, requiring strong coordination skills and attention to both operational efficiency and data integrity.

Ideal Candidate:
  • Proven experience leading cross-functional projects in complex environments, with the ability to navigate ambiguity, influence stakeholders, and drive alignment across competing priorities.
Project Planning & Execution
  • Develop comprehensive project plans, including scope, timeline, budget, resource allocation, and risk management strategies
  • Create and maintain detailed project schedules with critical path analysis and dependency mapping
  • Coordinate activities across multiple functional teams
  • Monitor project progress and implement corrective actions when necessary
  • Ensure projects are delivered on time, within scope, and within budget
Stakeholder Management
  • Facilitate communication between cross-functional teams and external stakeholders
  • Conduct regular status meetings and provide executive-level reporting
  • Manage competing priorities and resolve conflicts between departments
  • Build and maintain strong relationships with key stakeholders at all organizational levels
  • Present project updates to senior leadership
Risk & Dependency Management
  • Identify, assess, and mitigate project risks and dependencies
  • Develop contingency plans for critical project components
Team Leadership
  • Lead project teams without direct authority, using influence and collaboration
  • Facilitate cross-functional workshops and decision-making sessions
  • Mentor team members
  • Foster a collaborative environment across diverse teams and cultures
  • Drive accountability and ownership across all project participants

Required Qualifications:
Education & Certifications:
  • Bachelor's degree
  • PMP (Project Management Professional) certification preferred
  • Agile/Scrum certifications highly desirable

Preferred Qualifications:
  • Knowledge of business process modeling and workflow optimization tools
  • Experience with change management methodologies
  • Strong analytical and data visualization skills

Experience:
  • Minimum 10-11 years of project management experience
  • Proven track record of leading cross-functional teams and stakeholder management
  • Background in managing projects with significant external dependencies
  • Strong experience in business process analysis and optimization
  • Proficiency in project management tools and methodologies

Technical Skills:
  • Expert proficiency in project management tools (MS Project, Jira)
  • Advanced Excel and PowerPoint skills for reporting and presentations
  • Knowledge of project management methodologies (Waterfall, Agile, Hybrid)
  • Familiarity with financial modeling and budget management
