About Primacy’s Federal Practice
Primacy Strategy Group is a bipartisan, high-trust consulting firm built for clients who need more than
standard government relations. Our federal practice is intentionally lean — staffed by senior operators
with direct access, that provide strategic clarity, and disciplined execution on behalf of our clients. We work with Fortune-level companies, mid-market innovators, and public-sector partners to move complex priorities through Congress, federal agencies, and the regulatory ecosystem.
We don’t simply “practice the rituals” of government relations. We build strategies that work — and then we execute them with precision.
As we expand our D.C. footprint, we are seeking a seasoned Hill professional who can think strategically, lead with discipline, and bring operational structure to a growing team.
What This Role Is A senior leadership role for someone who can see the whole board, set the plan, and ensure the team executes with clarity and discipline. This position blends strategic federal advocacy with organizational leadership and is ideal for someone who thrives in a high-trust, high-autonomy environment and knows how to turn strategy into action.
What You Will Lead
• Develop and drive federal legislative and regulatory strategies grounded in clear theories of change.
• Translate client goals into sequenced, actionable plans — this is not activity for activity’s sake.
• Oversee workflow, deliverables, and performance across the federal strategy team.
• Build and implement standard operating procedures that support growth, onboarding, and consistent
client delivery.
• Establish team-wide systems that reinforce accountability, clarity, and disciplined execution.
• Manage and deepen relationships with Congressional offices, committees, federal agencies, and key
stakeholders.
• Represent clients in meetings, briefings, and coalition engagements with credibility and confidence.
• Provide expert guidance on Congressional processes, committee dynamics, and policy windows.
• Draft strategic memos, legislative proposals, testimony, briefing materials, and policy analyses.
• Support business development through issue-area expertise and strong Hill relationships.
1What You Bring
Required
• Minimum 10 years of substantive Capitol Hill experience, including direct work with or on
Congressional committees.
• A strategic mindset — you start with the plan, not the tactics.
• Demonstrated ability to build structure, implement processes, and lead teams through disciplined
execution.
• A track record of bringing order to complex, fast-moving environments.
• Exceptional writing, analytical, and organizational skills.
• A self-directed, detail-driven work style — you take ownership and deliver.
Preferred
• Background in energy policy or experience with committees overseeing energy, environment,
infrastructure, or appropriations.
• Experience managing or mentoring legislative staff.
• Established bipartisan relationships on the Hill and across key federal agencies.
Compensation & Growth
• Competitive salary starting at $150K or commensurate with experience.
• Comprehensive benefits package, including health insurance, retirement plan, and paid time off.
• Real opportunities for advancement within a growing federal practice.
