We don’t simply “practice the rituals” of government relations. We build strategies that work — and

then we execute them with precision. As we expand our North Dakota team, we are seeking an

individual who can think strategically, lead with discipline, and bring operational structure to our

Bismarck office.


What This Role Is


This leadership role is suited for someone who can see the whole board, set the plan, and ensure that

legislative strategies are executed with clarity and discipline. This position blends strategic state-

level advocacy with organizational leadership and is ideal for someone who thrives in a high-trust,

high-autonomy environment and knows how to turn strategy into action.


What You Will Deliver

• Develop and drive state legislative and regulatory strategies grounded in clear theories of change.

• Translate client goals into sequenced, actionable plans — this is not activity for activity’s sake.

• Oversee deliverables and predetermined outcomes for Primacy Strategy Group’s diverse group

of clients.

• Follow standard operating procedures that support growth, onboarding, and consistent client

delivery.

• Establish team-wide systems that reinforce accountability, clarity, and disciplined execution.

1• Manage and deepen relationships with legislators, committee chairs, state government agencies,

and key stakeholders.

• Represent clients in meetings, briefings, and coalition engagements with credibility and

confidence.

• Write strategic memos, legislative proposals, testimony, briefing materials, policy analyses, and

client communications including a weekly recap of legislative activities during legislative

sessions.

• Support business development through issue-area expertise and strong private-sector

relationships.


Required

• Minimum 5 years of substantive state government relations experience.

• Direct interaction with the Executive and Legislative branches of state government in North

Dakota.

• A strategic mindset — you start with the plan, not the tactics.

• Strong interpersonal communications skills – in business and social situations.

• Exceptional writing, analytical, and organizational skills. Professional writing is a plus.

• Demonstrated ability to build structure, implement processes, and lead legislative issues to

success through disciplined execution.

• A track record of bringing order to complex, fast-moving environments.

• The ability to take direction from both Primacy Strategy Group leadership, and from our clients.

Preferred

• Direct work in the Executive and/or Legislative branches of North Dakota state government,

whether as a staff member or as a former elected official.

• Background in policy areas such as energy, healthcare, and technology.

• Established relationships at the North Dakota State Capitol.
