Who We Are

Prestige Healthcare Resources, Inc. (PHRI) is a behavioral healthcare organization dedicated to improving the lives of individuals and families across the District of Columbia and Maryland. We are committed to high-quality, person-centered services that support recovery, dignity, and access to care.

The Opportunity

PHRI is seeking a proactive, compassionate, and highly organized Day Rehabilitation Program Manager to lead the day-to-day operations and continued development of our Day Rehabilitation Program. This role brings together program leadership, clinical quality oversight, staff development, regulatory compliance, and operational performance.

You will help ensure that therapeutic services—particularly group-based activities—are well coordinated, recovery-focused, and aligned with consumer needs, applicable requirements, and clinical best practices. You will also support a respectful, culturally responsive environment where consumers can engage meaningfully in their care.

Program Operations and Development

  • Lead daily operations and oversee delivery of Day Rehabilitation Program services.
  • Develop, implement, and evaluate therapeutic programming, with emphasis on group sessions and evidence-based practices.
  • Maintain clear workflows, policies, standard operating procedures, schedules, and service-delivery processes.
  • Review consumer schedules, group activities, and program operations to support alignment with treatment goals.
  • Use program data, outcomes, and performance indicators to identify improvement opportunities and support program growth.

Clinical Quality and Coordination of Care

  • Provide appropriate oversight of clinical staff and monitor required credentials, licensure, and training.
  • Ensure DL20 assessments, treatment plans, progress notes, and other required documentation are accurate, complete, and timely.
  • Coordinate care with MHRS, ACT, SUD, and other internal or external providers, as appropriate.
  • Participate in multidisciplinary team meetings and clinical case reviews.
  • Support therapeutic groups and recovery-focused interventions that promote engagement, empowerment, and inclusion.

Compliance, Quality Assurance, and Consumer Privacy

  • Maintain program compliance with applicable DBH, DHCF, CARF, and other regulatory and organizational requirements.
  • Monitor billing and authorization requirements, including Comagine authorization processes, as applicable.
  • Ensure documentation supports service quality and medical necessity.
  • Review audit findings and coordinate corrective action plans when needed.
  • Protect consumer information and handle records in accordance with HIPAA, confidentiality requirements, and agency privacy standards.
  • Assist leadership with audits, reviews, certification, and recertification activities.

People Leadership and Team Development

  • Supervise, coach, and evaluate program staff, setting clear expectations and supporting accountability.
  • Coordinate staff schedules, coverage, and workflow assignments to support consistent service delivery.
  • Identify staff development needs and coordinate required training, including HIPAA, FWA, Incident Management, DL20, and LMS-related training, as applicable.
  • Work collaboratively with other departments, community organizations, stakeholders, and care providers.

Consumer Experience, Administration, and Financial Stewardship

  • Promote a safe, respectful, supportive, and culturally responsive environment for consumers.
  • Respond to consumer concerns, complaints, and grievances in accordance with agency policy.
  • Support consumer engagement and retention through reliable, person-centered program delivery.
  • Complete required reports, tracking logs, encounter documentation, and regulatory submissions.
  • Oversee timely and accurate billing submissions for services provided by the Day Treatment Center, including group therapeutic sessions.
  • Develop and monitor the program budget, supporting responsible resource use and financial sustainability.

What You’ll Bring

  • Master’s degree in Social Work, Psychology, Counseling, or a related field; a doctorate is preferred.
  • Demonstrated experience in program management and leadership within a mental health, behavioral health, or treatment setting.
  • Strong understanding of group therapy approaches and mental health diagnoses.
  • Knowledge of applicable mental health regulations, documentation expectations, and clinical best practices.
  • Strong communication, interpersonal, organizational, analytical, and problem-solving skills.
  • Ability to collaborate with a diverse team and build respectful, effective relationships with consumers and families.
  • A continuous-improvement mindset and the ability to translate complex issues into clear priorities, workable processes, and measurable follow-through.

How You’ll Make an Impact

  • Create structure and clarity around program priorities, responsibilities, and workflows.
  • Delegate effectively, coach staff, and provide the direction and support needed for teams to do their best work.
  • Identify operational risks and emerging challenges early, then take practical action.
  • Build consistent systems that strengthen service quality, compliance, accountability, and the consumer experience.
  • Help the program adapt, improve, and grow while keeping recovery and person-centered care at the center.
