Summary
Job Summary: Develops, implements, coordinates and monitors policies and programs covering all aspects of employment activities and personnel administration for the hospital. Monitors and interprets federal and state regulations affecting personnel administration. Reports to the CEO. Provides HR service in all aspects of recruitment, benefits, and career development; investigates and resolves day-to-day employee relations problems.
Essential Duties and Responsibilities:

- Oversee HR functions including employee relations, benefits, recruiting, compliance, and workforce development.
- Ensure compliance with employment laws and regulations across a multi-location workforce
- Maintain current knowledge of federal, state, and local employment laws and HR best practices.
- Serve as the primary point of contact for employee relations matters, including concerns, disputes, and investigations.
- Lead conflict resolution discussions and provide guidance to leadership and employees.
- Communicate complex or technical information clearly to a wide range of audiences.
- Build collaborative, professional relationships internally and externally.
- Manage multiple priorities and deadlines with strong organizational skills.
- Develop and update personnel policies as necessary.
- Prepares and maintains employee handbook and personal policies and procedures for all company personnel.
- Reviews all personnel evaluations to prepare for compensation reviews.
- Attends necessary educational seminars/training.
- Evaluate and improve HR systems, policies, and operational processes
- Prepares, coordinates recruitment efforts to meet work force demands.
- Consults legal counsel to ensure that policies comply with federal and state law.
- Develops and maintains a human resources system that meets top management information needs.
- Oversees the analysis, maintenance and communication of records required by law or local governing bodies, or other departments in the organization.
- Studies legislation, arbitration decisions, and collective bargaining environment to assess industry trends.
- Coordinates various benefit reviews, i.e., health, pension, workers’ comp., etc., to provide for meaningful employment.
- Plans, recommends, develops, and assures implementation of in-service education programs as appropriate.
- Plans and conducts new employee orientation to foster positive attitude toward organizational goals.
- Coordinates management training in interviewing, hiring, counseling, terminations, promotions, performance review, safety, harassment, etc.
- Represents the organization at personnel-related hearings and investigations.
- Plan work schedules and assigns work to staff to ensure adequate service and coverage for areas of responsibility.
- Plans, prepares, and administers annual department budgets.
- Coordinates activities of department with other departments within hospital.
- Prepares reports and recommends procedures to reduce absenteeism and turnover across the organization.
- Serves on various hospital committees, (QA/RM, Safety, Corporate Compliance, Facilities Use, and others as appointed).
- Assists areas of responsibility in preparation and maintenance of State and Federal surveys.
- Investigates new and improved instruments/tools/resources and methods for successful HR delivery systems.
- Assures compliance with regulatory guidelines appropriate for areas of responsibility (i.e., OSHA, State, Federal, etc.).
- Serves as the Administrator on-call, in a rotation with other members of the Administrative Team.
Job Qualifications: Master’s Degree in Human Resources, Hospital Administration, Business Administration, or related field or equivalent preferred. Work experience may substitute for a four year degree. Or 4 to 10 years’ related experience and/or training; or equivalent combination of education and experience. SHRM-CP preferred. Exceptional leadership, communication, and interpersonal skills, with strong knowledge of HR technology and labor law.
