Compensation: $150,000.00 - $175,000.00

Position Summary:

Command Cyber Solutions is looking for an experienced Agile Program Manager to serve as the proposed Key Personnel leader for the CPE ST3 APS opportunity. The APM will lead the overall contract effort, manage an enterprise capacity pool, interface with Government leadership, and drive the transition from static designated-personnel staffing to a task-based, outcome-focused Agile delivery model. The role requires practical Agile leadership-not simply certification-including hands-on Jira experience, measurable flow/velocity management, dynamic resource allocation, and demonstrated ability to improve delivery performance across multiple teams.

Essential Duties & Responsibilities:

• Lead the overall APS contract effort and serve as the principal Agile delivery leader interfacing with Government leadership.
• Build and manage a flexible enterprise capacity model that can shift qualified resources across CPE ST3 directorates and prioritized work.
• Own Agile operating cadence: intake, backlog refinement, sprint planning, prioritization, sizing, execution, review, retrospectives, and continuous improvement.
• Use Jira as the primary operational control environment for work tracking, capacity visibility, workflow management, dashboards, and performance metrics.
• Provide real-time visibility into sprint velocity, cycle time, task status, blockers, workforce capacity, and delivery predictability.
• Create and enforce clear Definitions of Done, outcome measures, quality controls, and repeatable Agile business processes.
• Institute rapid-response procedures for simultaneous mission-priority shifts and workforce disruptions while sustaining uninterrupted support.
• Drive Agile cultural adoption across contractor and Government stakeholders using a transparent, blameless, rapid-escalation environment.
• Support auditable alignment among tasks, labor categories, authorized work, funding/CLIN structures, Jira tickets, and monthly performance reporting.
• Mentor Government stakeholders and contractor teams on backlog management, flow, Agile metrics, and capacity-based delivery practices.
  
   

Education, Certification & Experience Requirements:

Education:

• Bachelor’s degree or equivalent professional experience

Certifications:

• Project Management Professional (PMP) (Preferred)

Experience:

• Program Leadership: Minimum 5 years of demonstrated program management experience leading Agile teams or managing cross-functional, capacity-based professional services in a federal or commercial environment.
• Recent Experience: At least 3 of the required 5 years must have occurred within the past 5 years.
• Agile Scaling: Demonstrated experience scaling Agile practices across multiple teams while maintaining alignment with strategic and mission goals.
• Advanced Agile Credential: Current recognized Agile-specific credential. Examples identified by the prior draft include PMI-ACP, CSPO, CSM, SAFe RTE, SAFe Program Consultant (SPC), or SAFe Product Owner.
• Jira / Agile Tooling: Proven hands-on Jira experience tracking capacity, managing backlog workflows, forecasting delivery velocity, and generating flow metrics and dashboards.
• Metrics-Based Leadership: Resume must identify specific metrics used and explain how the candidate used those metrics to pivot a failing project or materially improve team performance.
• Security: Eligible for up to a Top Secret/SCI security clearance. Active TS/SCI or TS is strongly preferred.
• Availability: Program/Contract Manager or Alternate must be available 0600-1800; candidate should be able to support that operating window if dual-hatted.

Knowledge, Skills & Abilities:

• Dynamic Capacity Management: Experience reallocating cross-functional personnel based on backlog priority, workload surges, blockers, and changing mission demand.
• Executive / Government Interface: Ability to brief senior Government leadership, communicate risk and blockers rapidly, facilitate decision-making, and maintain transparent performance reporting.
