Position Summary

The Director of Research Integrity and Compliance Programs oversees the operations of and supervises staff supporting specific research integrity and regulatory compliance programs housed in the office of the Vice President for Research and Graduate Studies (RGS) at PSU. These programs include, but are not limited to, human and animal subjects protections, biological safety, financial conflict of interest, research security, export controls, responsible conduct of research, and adherence to the Native American Graves Protection and Repatriation Act. The Director is responsible for facilitating university compliance with federal regulations, state law, and related policies and regulations regarding research.

The Director provides daily oversight and management of select research integrity and compliance programs and supervises a team of research integrity professionals responsible for: research compliance support to the campus community; coordinating review and approval of research protocols and disclosures submitted by University investigators; administering multiple University research compliance review committees (including the Institutional Review Board for the Protection of Human Subjects (IRB), the Institutional Animal Care and Use Committee (IACUC), and the Institutional Biosafety Committee (IBC)); and negotiating collaborative agreements and memorandums of understanding with external research partner institutions.

The Director maintains PSU’s required Federal assurances and registrations and works with the Institutional Official (IO) and compliance review committee members to resolve issues of non-compliance, unanticipated events, and agency inspections; and evaluates and ensures corrective actions are completed.

This position is based at Portland State University’s vibrant urban campus in downtown Portland, where you’ll be part of a welcoming and collaborative community. Directors are expected to work on campus five days per week.

Minimum Qualifications

  • Master’s degree and six years of progressive professional experience in research compliance with significant experience interpreting and applying federal and state laws and regulations or Bachelor’s degree and eight or more years of experience as described above.
  • Three or more years of management experience, including direct supervision, hiring, and performance management.
  • In-depth understanding of the laws, rules, and regulations pertaining to research compliance, including but not limited to 45 CFR 46, Animal Welfare Act, and regulations governing the use of recombinant DNA, and guidance regarding responsible conduct of research.
  • Excellent interpersonal and communication skills, with the ability to develop and maintain effective working relationships with various constituencies, including faculty, staff, department and senior administrators, graduate students, and members of governing boards.
  • Experience working directly in one or more of the following major compliance areas: human subjects protection, care and use of animals, biosafety.

The incumbent must demonstrate the following skills, knowledge, and abilities:

  • Excellent project management skills and high level of competency with databases
  • Excellent organizational skills, and ability to take initiative and identify, prioritize, and plan, including scheduling and successfully carrying out multiple projects at the same time
  • Superior critical thinking for innovating and problem solving; writing and editing abilities to develop and implement policies and procedures, training and outreach materials through workshops, web tools and other venues as appropriate

Preferred Qualifications

  • Experience working in a research compliance area within an institution of higher education
  • Experience with electronic administration systems for protocol submission, protocol review, and committee administration
  • CIP Certification

Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position is between $96,468 and $127,824 but may be negotiated above this range dependent upon the factors above, the budget of the hiring department, and approval from HR.

An excellent benefits package includes 95% premium paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
