SALARY

PG 14, $23.49 Hourly, Nonexempt

WORK LOCATION AND SCHEDULE

Roads & Drainage Sheffield Road Complex - Bldg.#2885, 3000 Sheffield Road, Winter Haven, FL 33880

Monday - Thursday, 7:00AM - 5:30PM (Four ten-hour shifts)

MAJOR FUNCTION

Provides advanced technical and functional expertise as a lead worker in the installation, maintenance, and repair of traffic control signs on all county roadways. Trains personnel on county policies and the proper use of Personal Protective Equipment (PPE). Acts on matters related to traffic control asset operations in the absence of the Traffic Control Supervisor or Traffic Manager. Investigates public inquiries or complaints regarding sign installation and pavement marking projects, reporting actions and results to the Traffic Control Supervisor. Performs technical inspections of county roads and traffic assets, updating field data daily using Geographic Information System (GIS) mapping software and hardware.

ILLUSTRATIVE DUTIES

  • Performs and coordinates new sign installation, replacement, relocation, removal and preventative maintenance on all traffic control devices.
  • Implements and collaborations on road closures. Assist others when needed to close roads.
  • Marks or flag’s locations where signs will be installed so USIC (United States Infrastructure Corporation) can locate the area for underground utilities.
  • Meets with utility locators onsite when asked to do so for accurate location of excavation.
  • Receives and addresses calls from locators regarding issues or delays on a specific location ticket or sites.
  • Provides recommendations for any tools, equipment and materials that may need to be purchased or ordered for installation and fabrication.
  • Assists the Traffic Control Supervisor in requesting underground utility locations from Sunshine 811 for new sign installations.
  • Assists in sign fabrication activities when needed.
  • Participates in developing policies and procedures for traffic control asset collections and inspection; monitors work activities to ensure compliance with established standards; recommends improvements to existing equipment, standards, and procedures.
  • Provides training for personnel as needed.
  • Performs other related duties as required.

Additional duties assigned during the absence of the Traffic Control Supervisor or Traffic Manager:

  • Oversees staff, including prioritizing and assigning work; ensuring staff training remains current with technology and best practices; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment.
  • Attend meetings and training courses as directed by the Section Manager.
  • Receives sign fabrication requests from Traffic Engineer, county agencies, and external agencies; directs sign production and coordinates sign pickup with requesting agencies.
  • Assigns work orders and fabricated signs needing Traffic Control Asset (TCA) Technicians working in the assigned maintenance units.
  • Responds to calls from the Polk County Sheriff’s Office, residents, management or other county agencies requesting assistance. Dispatches TCA Technicians to specified areas to take care of the issue at hand.
  • Communicate with the public to investigate complaints and provide resolutions.
  • Contacts USIC for utility locates when needed.
  • Assists with routine administrative functions.
  • Oversees the preparation and completion of records, reports, and memoranda.
  • Operates traffic-related equipment.
  • Performs other related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of:

  • Methods, requirements and regulations needed for maintaining and installing traffic signs and barricades.
  • Map, plan, and blueprint reading techniques.
  • Design standards and the Manual on Uniform Traffic Control Devices (MUTCD).
  • Traffic control practices, techniques, and materials.
  • Regulations governing the use of equipment and sign/pavement marking installations.

Ability to:

  • See, walk independently, drive, bend, stoop, sit and stand.
  • Perform tasks that require eye-hand coordination.
  • Perform manual labor in all weather and environmental conditions (i.e.: sun, rain, cold, etc.).
  • Lift up to forty-five (45) pounds.
  • Plan, assign, schedule, review and supervise work effectively.
  • Understand, interpret, and carry out oral and written instructions or diagrams
  • Keep records and prepare reports as needed.
  • Learn applicable occupational hazards and safety precautions.
  • Exercise independent judgment in daily tasks.
  • Establish and maintain an effective working relationship with employees and the public.

Skilled with:

  • Microsoft Office software includes Word, Excel, Teams, and OneCloud.
  • Computerized maintenance management systems.
  • GPS-based field data collection, asset analysis, and condition assessments.
  • Computer and mobile devices for data entry and fieldwork.
  • Utilizing ArcMap tools for creating and editing GIS features.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited high school or possession of an equivalent diploma.
  • Current Intermediate Temporary Traffic Control (TTC) certification.
  • Level II Signs and Markings certification from the International Municipal Sign Association (IMSA).
  • Minimum of seven (7) years of experience in traffic sign and pavement marking installation.
  • Must possess or be able to obtain within one (1) year of employment, a valid Florida Class "B" Commercial Driver’s License, as required by state statute and Florida Senate Bill 658.
  • Proof of completed management/supervision/leadership course OR completion of management/supervision/leadership course within one (1) year of hire.

SPECIAL REQUIREMENTS

  • This full-time position is based in Polk County, Florida. Flexibility may be required to support emergency repairs outside of regular business hours.
  • Employees in this classification are subject to call-back and may be required to work outside of normal working hours, including evenings, weekends, and holidays, to respond to emergencies, critical incidents, or other situations as determined by management.
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope
