Under the direction of the Assistant Commissioner and the Commanding Officer of the Human Resources Division, the Supervisor, Pre-Employment Services, will be responsible for the management, administration and complex coordination of pre-employment functions, which includes full cycle recruitment and the job opening process in the NYC Automated Personnel System (NYCAPS).
The Supervisor leads the recruitment effort for discretionary civilian positions within the Department and works closely with hiring managers throughout the Department to gain a thorough understanding of the work that the unit does and the knowledge, skills and abilities needed for vacant positions.
Specific duties and responsibilities will include:
- Reviews all drafted Job Postings to ensure quality and validate that the verbiage is appropriate;
- Ensures that positions are posted on the appropriate recruitment platforms to attract the most qualified candidates;
- Responsible for ensuring that the Department's high volume of Job Postings are closed once a candidate has been selected.
- Supervises, develops and manages staff handling Job Openings and Job Postings in eHire;
- Manages the resume vetting process to ensure resumes are carefully reviewed and sent to hiring managers;
- Manages internship programs
- Serves as liaison for the LinkedIn account;
- Continuously reviews additional social media recruitment platforms to utilize for hard to recruit positions.
- Attends various recruitment events to share information about job opportunities;
- Networks with other City agencies and recruitment professionals to learn of best practices.
- Oversees special recruitment projects.

ADMINISTRATIVE STAFF ANALYST ( - 1002A
Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred Skills
- At least five years of supervisory experience - Social media recruitment experience - Strong familiarity with the NYCAPS eHire module - Knowledge of NYC personnel policies and procedures - Strong verbal and written communication skills - Ability to travel to and represent the Department at recruitment events throughout the five boroughs of New York City.
