Job Description

APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE FRAUD INVESTIGATOR CIVIL SERVICE TITLE.

The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards.

Bureau of Fraud Investigation (BFI) is mandated to detect and deter Public Assistance fraud and misuse by conducting investigations of individuals and groups that attempt to or commit fraudulent acts against HRA as per SSL 348.2; 348.3.

Within BFI, the Investigation Division (ID) oversees and investigates several NYS mandated projects, along with other internally generated projects. ID continues to have an ongoing investigative partnership with the Office of Welfare Inspector General (OWIG), New York City Housing Authority Inspector General (NYCHA IG), Department of Investigations (DOI) and Office of Legal Affairs (OLA).

BFI/ID is recruiting for (2) two Associate Fraud Investigators II to function as Unit Supervisors, who will:

  • Oversee the daily activities of Investigators who conduct investigations from generated computer match reports from state and federal agencies concerning allegations of abuse of social services.

  • Review and assign case records to unit staff. Coordinate the workflow of investigations by providing technical assistance to all staff during the course of their highly complex and confidential investigations.

  • Ensure that investigative staff has access to several internal databases and interacts with city, state and federal government law enforcement agencies to obtain and provide investigative information.

  • Maintain control on all case records assigned to the unit. Prepare unit statistical reports based on reviews and investigative findings.

  • Develop detailed work plans for special projects and assignments, including next steps of action, logistics, timeline factors and expected outcomes.

  • Monitor time and leave of subordinate staff. Evaluate and rate their job performance. Provide staff with training and development on new and existing policy and procedures governing the investigative process.

  • Meet with the Director to discuss the status of investigations along with ongoing activities and progress as they relate to BFl's mission and issues that may require immediate attention.

  • Perform required assignments as needed in the absence of the Director.

Minimum Qualifications


1. A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience, acquired within the United States in one or a combination of the following: performing investigations involving criminal and/or fraudulent activities; evaluating credit histories; searching for assets; and/or researching, compiling and/or locating evidence or information in order to build a case or uncover activities of criminal, corrupt, unlawful or unethical nature involving public or private funds, one year of which shall have been in a supervisory or administrative capacity; or
2. An associate degree or 60 semester credits from an accredited college, including or supplemented by 12 semester credits from an accredited United States college in criminal justice, forensic science, police science, criminology, criminal justice administration and planning, and/or law or related field and three years of satisfactory, full-time experience as described in "1" above, one year of which shall have been in a supervisory or administrative capacity; or
3. A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience as described in "1" above, one year of which shall have been in a supervisory or administrative capacity; or
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent and have one year of supervisory or administrative experience in the areas described in "1" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits, from an accredited college, including or supplemented by 6 semester credits in the areas described in "2" above for one year of experience.

- Supervisory experience in an investigative environment - Technical skills to plan and monitor projects undertaken by assigned staff. - Excellent organizational skills with the ability to independently follow through and manage multiple projects simultaneously. - Excellent written, verbal, interpretive and interpersonal skills with strong analytical and decision-making abilities. - Ability to complete project milestone in line within the prescribed deadlines and to coordinate group efforts to finish projects. - Proficient Working knowledge of HRA/IREA systems including WMS, HRA Viewer, POS, IRIS and Lexis-Nexis systems. - Must possess working knowledge of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook Applications

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
