TITLE: DIRECTOR OF HUMAN RESOURCES QUALIFICATIONS: 1. Master’s degree in Human Resources, Educational Administration, Business Administration, or related field preferred 2. Massachusetts DESE licensure as School Administrator/Director preferred or eligible 3. Minimum of 5 years of experience in human resources or public school administration 4. Strong knowledge of Massachusetts employment law, collective bargaining, and educator licensure requirements 5. Demonstrated commitment to diversity, equity, and inclusion through equitable hiring, employee relations, and HR practices that support a diverse workforce and inclusive school community. 6. Experience in HR systems, recruitment, employee relations, and compliance 7. Demonstrated ability to manage confidential and sensitive matters 8. Strong leadership, communication, and analytical skills 9. Experience in a school or municipal environment preferred 10. A sense of humor and proven ability to work in a polite and friendly manner with all staff members, students, and with the larger community. 11. REPORTS TO: SUPERVISES: JOB GOAL: Assistant Superintendent for Finance and School Operations Human Resources Specialist and other assigned Human Resources personnel To provide district-level leadership and oversight of human resources systems and services, ensuring effective recruitment, compliance, labor relations support, and employee support functions. The Director of Human Resources develops, implements, and monitors HR systems and policies that support a high-quality workforce aligned with district priorities and legal requirements. Provides leadership for district HR operations under the direction of the Assistant Superintendent Develops, implements, and maintains HR systems, procedures, and workflows Ensures consistent application of HR practices across the district Oversees HR data integrity and system reporting (Human Resources Information System, personnel records, compliance tracking) Talent Acquisition and Workforce Support 2.1. 2.2. 2.3. 2.4. Leads district recruitment and hiring systems in alignment with workforce needs and budget parameters Supports administrators in staffing processes and selection procedures Ensures equitable, consistent, and compliant hiring practices Oversees onboarding systems and employee entry processes Employee Relations and HR Advisory Support 3.1. 3.2. 3.3. 3.4. Serves as primary HR advisor to administrators on employee relations matters Supports conflict resolution, documentation, and personnel investigations as appropriate Provides guidance on progressive discipline and personnel procedures Promotes a positive and legally compliant work environment Labor Relations Support 4.1. 4.2. 4.3. 4.4. 4.5. Supports administration of collective bargaining agreements Assists in preparation of bargaining data, analyses, and contract implementation Oversees grievance tracking and resolution processes. Collaborates with Assistant Superintendent and legal counsel as directed Advises administrators on contract interpretation and application. Compliance and Policy Administration 5.1. 5.2. 5.3. 5.4. Ensures compliance with state and federal employment laws and DESE requirements Oversees licensure tracking, CORI/SORI, and employee eligibility requirements Supports development and implementation of personnel policies Ensures accurate and timely HR reporting requirements TITLE: DIRECTOR OF HUMAN RESOURCES 1.32 6. 7. 8. 9. Oversees alignment of HR processes with payroll and benefits systems Supports administration of salary placement and contract implementation Coordinates with municipal partners on benefits administration Ensures effective use of Human Resources Information System and related systems Data, Reporting, and Organizational Improvement 7.1. 7.2. 7.3. Uses HR data to support decision-making related to staffing, retention, and workforce trends Provides reports and analysis to district leadership as requested Identifies opportunities to improve HR systems and efficiency Leadership and Communication 8.1. 8.2. 8.3. 8.4. Serves as a member of the district’s administrative leadership team. Attends School Committee meetings and prepares reports as requested. Represents the district in HR-related matters with external agencies and organizations. Communicates HR processes and expectations clearly to staff and administrators. Other Responsibilities 9.1. Performs such other tasks and assumes such other responsibilities as may be assigned by the Assistant Superintendent or Superintendent. Salary : $145,000 - $155,000
