SALARY RANGE: $93,625.00 - $148,228.00 (based on education, licenses and certifications)

UNION: Non-Union

WORK HOURS: M-F 8:30 am – 4:30 pm (may include additional hours as required)

EFFECTIVE: Immediately

Job Summary

Plainsboro Township is seeking a highly experienced and strategic leader to serve as Director of Code

Enforcement / Construction Official. This position is responsible for the effective and efficient operation of

the Department of Code Enforcement, including oversight of building, housing, and fire prevention

functions.

The Director/Construction Official administers and enforces the New Jersey Uniform Construction Code, as

well as applicable fire and housing codes, while providing leadership, policy direction, and operational

oversight. This role serves as a key advisor to Township leadership and ensures the delivery of high-quality,

compliant, and customer-focused services to the public.

Duties and Responsibilities:

  • Leadership: Provides overall direction and management of the Department of Code Enforcement,
including Building, Housing, and Fire Prevention functions; establishes departmental goals,

objectives, and performance standards.

  • Supervision: Supervises administrative and technical staff, including inspectors and support
personnel; oversees hiring, discipline, and performance evaluations.
  • Code Enforcement: Enforces the New Jersey Uniform Construction Code, New Jersey Uniform Fire
Code, and applicable Township housing codes; interprets and applies federal, state, and local

regulations.

  • Inspections & Plan Review: Oversees plan review and inspection activities to ensure compliance
with approved construction documents and applicable codes.
  • Operations: Develops, implements, and administers departmental policies, procedures, and programs
to ensure efficient and effective operations.
  • Budget Administration: Prepares and administers the department’s annual budget; monitors
expenditures to ensure fiscal responsibility.
  • Reporting: Prepares and reviews monthly, annual, and other required reports for Township, County,
State, and Federal agencies.
  • Public Interaction: Responds to inquiries, complaints, and requests from residents, contractors, and
professionals; provides technical guidance and code interpretations.
  • Enforcement Actions: Investigates complaints and enforces violations, including issuance of
notices, stop work orders, and coordination of legal enforcement actions.
  • Advisory Role: Provides consultation and technical expertise to the Township Administrator on
construction, permitting, and code enforcement matters.
  • Interagency Coordination: Serves as liaison with external agencies, including coordination with
County health and public safety officials.

Required Qualifications:

  • Education and Experience:
High School diploma or equivalent, with a minimum of seven (7) years of experience in building

construction or design; or an equivalent combination of education and experience.

  • Special Requirements (Certifications):
Applicants must possess a valid Construction Official License issued by the State of New Jersey in

accordance with UCC Regulations (N.J.A.C. 5:23).

  • Applicants must also hold appropriate Subcode Official licenses and an HHS certification as
required.
  • A valid New Jersey Driver’s License is required.

Knowledge, Skills, and Abilities:

Knowledge of:

  • New Jersey Uniform Construction Code and applicable referenced standards
  • New Jersey Uniform Fire Code and local housing regulations
  • Construction materials, methods, and inspection practices

Skills in:

  • Leadership, communication, and organizational management
  • Interpreting and enforcing codes fairly and consistently
  • Budgeting, planning, and program administration
  • Recordkeeping and report preparation
  • Use of computer systems and inspection-related tools

Ability to:

  • Read and interpret blueprints and construction documents
  • Ensure compliance with codes and regulations through inspection and enforcement
  • Manage complex operations and competing priorities
  • Establish and maintain effective working relationships with staff, officials, and the public
  • Perform the physical requirements of the position
