Director of Human Resources and Operations
Location: Portland, Oregon (in-person, multi-site role)
Reports to: Executive Director
Schedule: Part-time, 25-30 hours/week, Monday–Friday
Overview
Pipster Prep is a warm, community-centered preschool network focused on excellence in early childhood education. We’re looking for a Director of Human Resources and Operations to oversee HR compliance, staff development, and operational systems across our campuses. This person will play a key role in ensuring that our schools run smoothly, our managers are supported, and key performance metrics are met.

Key Responsibilities
Human Resources & Compliance
- Oversee the employee lifecycle: hiring, onboarding, training, evaluations, and terminations.
- Maintain compliance with all employment laws and licensing regulations (BOLI, Oregon Paid Leave, ERDC, Preschool for All, etc.).
- Manage employee files, I-9s, and COBRA notices.
- Update and enforce employee handbook and HR policies.
- Coordinate benefits enrollment and respond to employee benefits questions.
- Track required trainings, certifications, and background checks.
Recruiting & Hiring
- Partner with Site Directors on recruiting and interview processes.
- Post and manage job ads, screen applicants, and schedule interviews.
- Assist in drafting and sending offer letters.
- Support onboarding and training for new hires to ensure a smooth start.
- Help track retention and turnover trends and implement improvements.
Manager & Staff Development
- Develop and deliver training for managers on communication, leadership, accountability, and culture.
- Provide tools and guidance to improve team management and site operations.
- Support consistent feedback and performance review systems.
- Foster a positive and professional workplace culture aligned with Pipster’s values.
Operations & Systems
- Collaborate with managers to improve systems for scheduling, attendance, communication, and compliance.
- Conduct regular site audits to ensure adherence to policies and quality standards.
- Support licensing and administrative compliance processes.
- Identify inefficiencies and implement operational improvements across sites.
- Monitor follow-through and accountability in daily operations.
Leadership & Strategy
- Serve as a bridge between the Executive Director and site teams.
- Help implement organizational priorities and initiatives.
- Contribute to long-term planning in staffing, compliance, and systems growth.
- Represent Pipster Prep professionally with external partners and licensors.
Qualifications
- 3–5 years of HR, operations, or people management experience (early education or small business experience preferred).
- Knowledge of Oregon labor laws and HR best practices.
- Exceptional organizational and communication skills.
- Proficiency in Google Workspace, HR systems, and project management tools.
- Strong judgment, discretion, and professionalism.
- Passion for helping people and improving systems.
Job Type: Part-time
Pay: $55,000.00 - $70,000.00 per year
