Application Tips

Job Summary

Perform the full range of inspection duties, including conducting annual Housing Quality Standards (HQS), Conventional Public Housing annual inspections, and special inspections to ensure that housing units occupied by program clients meet mandated building code and Federal health, safety, and cleanliness standards or are brought to full compliance with such standards as a condition of continued program eligibility

  • Collect and verify data to establish the comparability of rental units in making rent reasonableness determinations.
  • Determine daily priorities, schedule and make appointments for inspections, perform inspections, and deal with client /landlord issues.
  • Conduct interior and exterior on-site inspections of PCHD and privately-owned housing units to ascertain that units are safe, decent, and sanitary and comply with HQS as provided in program regulations, including the maintenance status and operating condition of all interior aspects of the dwelling unit and its appliances, electrical and plumbing, floor and window coverings, ventilation and heating, and smoke alarms, as well as exterior building code and maintenance.
  • Identify and document items that do not meet standards and notify clients of such items, make recommendations regarding needed repairs on housing units and inspect finished repairs, and monitor and follow-up on maintenance and repair work orders for compliance with HQS.
  • Prepare detailed unit inspection packets regarding the condition, soundness, and general stability of the unit.
  • Conduct brief interviews and persuade residents to provide data on rent paid for comparable unassisted units and conduct telephone surveys to collect data on rents paid for unassisted units.
  • Determine rent reasonableness for current and potential housing, assist in rental market surveys to provide information on current local area rents, maintain records, and update database and logs.
  • Stay alert to indicators of program violations and notify supervisor of such cases and refer cases that may require social services or other interventions to supervisor for follow-up action.
  • Interpret and apply program regulations, laws, and procedures and assist in the formulation of new procedures based on new or changing laws.
  • Represent PCHD with residents, landlords, clients, property management firms, and social service agencies and act as PCHD representative during property investigations.
  • Maintain records of building and inspection activities and complete related reports.
  • Prepare a variety of correspondence, reports, inspection packets, and other written materials.
  • Establish daily inspection routes for PCHD and privately-owned housing units.
  • To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.

Position Specific Duties

  • None.
  • High school diploma or GED equivalent.
  • Arizona residents must have an Arizona Driver’s License upon hire; newly established Arizona Residents must have one within 30 days of hire.
  • HQS certification from a trade organization.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

Preferred Qualifications

  • Bilingual.
  • One (1) year experience performing HQS inspections of dwelling units.
  • Building inspector with UIC experience.
  • Knowledge of applicable Arizona Revised Statutes and County Ordinances, including the Landlord/Tenant Act.
  • Knowledge of HUD and other federal and state public housing program regulations and eligibility requirements, including Code of Federal Regulations and HUD standards and procedures.
  • Knowledge of HQS standards, building code requirements, and applicable maintenance and repair techniques.
  • Ability to use sound, effective customer service techniques, and apply good judgment in dealing with difficult and sensitive situations.
  • Skill in understanding and explaining state laws, County ordinances, rules and regulations, and policies and procedures governing public housing functions.
  • Skill in reviewing, updating, and maintaining files, reports, and documentation for public assistance programs.
  • Ability to appraise factual situations and make appropriate decisions promptly and in accordance with law.
  • Promote and ahere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.

Physical Demands

The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work also requires the ability to balance, climb, crawl, crouch, feel, finger, grasp, handle, perform repetitive motion, kneel, lift, pull, push, speak, hear, stand, stoop, walk, operate motor vehicles and/or heavy equipment, and demonstrate visual and mental acuity.

Work Environment

Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. This position frequently is required to perform work outdoors.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
