General Position Description:
The Outpatient Director is responsible for the overall administrative and clinical leadership of Phoenix Counseling Center’s outpatient service lines. This includes oversight of all outpatient behavioral health and substance use disorder (SUD) programs, enhanced SUD treatment services, Partial Hospitalization Programs (PHP), and Peer Support Services. The position ensures programs are clinically effective, financially sustainable, and aligned with best practice models. This role also provides oversight of Court Services, ensuring integration and coordination with outpatient and community-based programs.
Essential Duties and Responsibilities:
· Provide leadership, supervision, and support to outpatient program managers and staff.
· Oversee clinical operations to ensure services are evidence-based, person-centered, and compliant with state, federal, and accreditation standards.
· Maintain financial sustainability of outpatient services, including monitoring budgets, productivity, and payer requirements.
· Develop, implement, and monitor program policies and procedures consistent with Phoenix standards and regulatory expectations.
· Ensure productivity and billing expectations are met across all outpatient service lines.
· Monitor and evaluate clinical outcomes to ensure services meet or exceed best practice standards.
· Lead program development and expansion efforts in outpatient, enhanced SUD, PHP, and peer support services.
· Build and maintain strong relationships with referral sources, community partners, and stakeholders to increase visibility and referrals.
· Provide ongoing staff development and training to maintain high-quality care delivery.
· Provide oversight of Court Services, ensuring compliance, collaboration with judicial partners, and effective service delivery.
· Collaborate with Phoenix leadership team to align outpatient services with overall organizational strategy.
Key Performance Indicators (KPIs):
· Productivity: Ensure staff consistently meet established productivity benchmarks (billable service hours, caseload ratios).
· Clinical Quality: Maintain adherence to evidence-based practices, treatment planning standards, and outcome metrics.
· Financial Viability: Achieve or exceed budgeted revenue goals, maintain expense controls, and sustain program profitability.
· Referral Growth: Increase community outreach and referral pipelines, with measurable annual growth in admissions.
· Compliance: Zero tolerance for major compliance violations with state, federal, CARF, and payer requirements.
· Satisfaction: Maintain high staff engagement and patient satisfaction ratings across outpatient programs.
General Knowledge and Skills Required for Position:
· Strong interviewing and documentation skills.
· Ability to work collaboratively within a multidisciplinary team.
· Knowledge of local mental health, substance use, and referral resources.

Preferred and Minimum Position Qualifications:
Minimum:
· Master’s degree in Social Work, Counseling, Psychology, or related behavioral health field.
· Current NC licensure (LCSW, LCMHC, LMFT, LCAS, or equivalent).
· Minimum of 5 years of progressive leadership and administrative experience in behavioral health outpatient settings.
· Demonstrated success in managing clinical operations, budgets, and regulatory compliance.
· Strong communication, organizational, and relationship-building skills.
Preferred Qualifications
· Experience managing Partial Hospitalization Programs (PHP) and/or Enhanced SUD programs.
· Familiarity with managed care and value-based payment models.
· Proven track record of community engagement and referral growth.

Pay: $80,000.00 - $100,000.00 per year
