Position Type: Non-Exempt

Accountability: Reports to: Program Manager

Location: 1500 Market Street; some travel required throughout Philadelphia

Job Overview:

The Employment Case Manager (ECM) is responsible for supporting the employment and career development needs of participants in the Focus on Fathers (FOF) parenting education program and related fatherhood initiatives. The ECM supports the goal of improving fathers’ employment and economic stability/mobility opportunities by maintaining weekly contact with participants through in-person meetings, online (virtually), or phone calls, focusing on employment readiness, job placement, and career advancement. This ECM conducts comprehensive intake and employment assessments, facilitates employment workshops, helps participants set and achieve employment-related goals, provides targeted referrals, and maintains data compliance. The ECM will collaborate with local employers, training programs, and service providers to connect fathers with job opportunities and resources.

Employment Case: This position requires strong project management, communication, and networking skills, along with a deep understanding of workforce development and barriers faced by fathers in low-income communities.

Responsibilities:

  • Carry a caseload of at least 30 participating fathers, with a focus on employment readiness, job search, placement, and retention.
  • Conduct intake, employment, and career assessments to identify participant strengths, needs, and barriers.
  • Develop individualized employment plans with participants, setting measurable goals and tracking progress.
  • Facilitate employment readiness workshops, resume writing sessions, interview preparation, and job search groups.
  • Establish and maintain relationships with local employers, workforce agencies, training providers, and community organizations.
  • Provide referrals and linkages to job training, education, placement programs, legal services, and supportive resources (e.g., housing, childcare, transportation).
  • Maintain confidentiality and HIPAA compliance to encourage trust among program participants.
  • Maintain data compliance in the program’s database, including the Information, Family Outcomes, Reporting, and Management system (nFORM), and document participant progress, outcomes, and services provided.
  • Work with staff and partner organizations to market the program and recruit eligible participants seeking employment support.
  • Maintain record-keeping and program outcome/evaluation reporting eportingoutcomes and complete program reports and other written documentation as required.
  • Stay current with industry trends relevant to workforce development, barriers to employment, public benefits, and supports for fathers, including criminal justice involvement, mental health, and trauma-informed care.
  • Participate in regular supervision sessions, team meetings, and staff meetings.
  • Meet participants in a variety of settings, including participant homes, community sites, online, and parenting or employment classes.
  • Participate in conferences, workforce-related trainings, and professional development.
  • Work as part of the Focus on Fathers team and related fatherhood initiatives, and contribute to a peer-to-peer learning environment.
  • Facilitate parenting education classes as needed, using the National Fatherhood Initiative’s 24/7 Dad curriculum.
  • Other responsibilities and duties as assigned.                                                                                                   

Skills:

  • Strong knowledge of workforce development, job readiness, and employment placement strategies.
  • Ability to work independently and as part of a team; flexibility, organizational skills, and ability to meet deadlines required.
  • Comfortable working with adults in low-income communities and with individuals facing multiple barriers to employment.
  • Excellent written and oral communication skills.
  • Strong organizational skills, including the ability to prioritize multiple assignments.
  • Knowledge of issues related to fatherhood, child development, family life skills, child abuse prevention, healthy relationships, and healthy parenting.
  • Proficiency with email, MS Office applications, and web-based data systems.
  • Experience coordinating community events or job fairs with multiple stakeholders.
  • Knowledge of social service agencies, workforce resources, and employment programs in Philadelphia.
  • Knowledge of public health theories, principles, and practices.

Experience:

  • 2 years of combined experience providing direct services in workforce development, employment counseling, working with men and families, including those affected by substance abuse, mental health, criminal justice, and related issues.
  • Must be willing to work a flexible schedule, including some weekend/evening hours as requested.
  • Proficient with Microsoft Office and web-based data collection applications.

Education Requirement:

  • Bachelor’s degree in social work or a related field.
