Requirements
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
- Completion of a bachelor’s degree from an accredited college or university, and at least two years of experience in the field of public sector program implementation, research, housing policy, and/or other related fields.
- Background or Coursework in Data Science or a related field. Knowledge of MDE/WBE compliance frameworks in public or affordable housing contracting environments (OR)
- Master’s Degree in Social Policy, Government Administration, Public Policy, Urban Planning, or another relevant field (OR)
- Any equivalent combination of acceptable education and experience in the field(s) of public sector program administration, research, housing policy, or another related field.
Description of Duties:
Database Management & Reporting
- Build and maintain an understanding of the department’s existing data collection methods and tools; recommend and implement process improvement strategies
- Create and maintain low-code and relational database applications to manage eligibility and program processes and data
- Design user interfaces for program applications that enhance and streamline the internal and external user experience
- Design reports, dashboards, and data models to report on program performance
- Define performance measurement benchmarks and implement continuous quality improvement-focused monitoring of key impact and performance data
- Conduct data mining, statistical analysis, and research to proactively identify opportunities and threats; recommend actions to address challenges
- Conduct program evaluations and provide recommendations for improvement in processes, programs, and policies
- Create training materials for new processes and to help standardize existing processes
- Participate in short- and long-term strategic planning related to department needs and the organization’s overall mission, vision, and goals
- Serve as a liaison to funding providers, City departments, and community partners involved with department-related research and data analysis
- Ability to research, analyze, and make sound policy and procedural recommendations
- Ability to learn quickly and adapt to new technologies and methodologies
- Ability to write clear and concise reports with effective data visualization and present them effectively to a variety of audiences
- Experience maintaining low-code applications and relational databases and willingness to learn programming skills as needed
- Strong experience using Power BI or similar tools for data modeling and visualization.
- Proficiency in managing and analyzing large datasets; ability to present complex data to non-technical audiences.
