A Senior Development Specialist performs highly specialized and technical work in support of public and privately assisted programs and projects generally designed to produce community development projects including, but not limited to, business, economic and residential developments. Employees in this class perform duties under the general supervision and assignment of the Senior Vice President, Land Management. Employees have a wide range of general responsibilities including assisting the SVP in monitoring project developments, analysis of financial feasibility and preparation of documentation relating to major development projects, preparation of marketing information, preparation of funding proposals, providing technical assistance through existing and innovative forums, workshops and programs, and communicating program policies and procedures for profit and non-profit corporations.
Employees in this class must be able to train other Development and Housing Development Specialist, monitor their work assignments, and perform other related duties as directed by the SVP.
Contact with representatives of community groups, contractors and other agency departments and related housing agencies to coordinate project activities and resolve complaints relating to project developments are significant aspects of the work.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Provides training for subordinate Development and Housing Development Specialist, monitors work assignments, and performs other related duties as directed by the SVP.
Contact representatives of community groups, contractors, other agency departments, and related housing agencies to coordinate project activities and resolve complaints related to project developments.
Assists in monitoring residential development, economic development, and other activities, reports, ect.
Monitors subordinate staff which assist in the development and implementation of special projects such as the preparation of funding proposals, specialized marketing brochures, and innovative and creative financing programs.
Prepares and disseminates appropriate materials for marketing Technical Assistance Services.
Prepares recommendations to administrative supervisor for changes in staffing and program procedures and policies to improve operating efficiency.
Performs Other Related Duties As Required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the philosophy, objective, and methods of residential and community development programs. Thorough knowledge of the organization and function of governmental and other organizations engaged in community development programs. Thorough knowledge of governmental and private resources and financing mechanisms. Thorough knowledge of common legal concepts and terms used in real property management. Thorough knowledge of the organization and function of governmental and other agencies/entities engaged in housing and community development programs. Thorough knowledge of governmental and private resources and financing mechanisms available for housing rehabilitation and other development projects. Proficient ability to perform analysis of financial feasibility and preparation of documentation relating to residential development projects, utilizing, where necessary, and historic tax credits and tax credit syndications, cooperative business economic proposals, providing technical assistance through existing and innovative forums, workshops and programs, and communicating program policies and procedures to for-profit and non-profit corporations. Proficient ability to explain and interpret program requirements and procedures to program applicants and other interest parties. Proficient ability to interpret and provide technical assistance on program guidelines and standards for the analysis and evaluation of proposals and applications. Proficient ability to interpret and provide technical assistance on appropriate federal, state, and local laws, ordinances, and regulations affecting residential rehabilitation programs. Proficient ability to enlist the cooperation of and work with the administrators of various agencies in implementing and monitoring rehabilitation programs. Proficient ability to express ideas effectively, both orally and in writing. Proficient ability to establish and maintain effective working relationships with associates, agency administrators, profit oriented and non-profit developers. Proficient ability to perform a variety of tasks independently, with minimal supervision, in order to achieve a particular goal.

Requirements
- Completion of a bachelor’s degree program at an accredited college or university.
- Four (4) years of progressive experience in real estate development and technical assistance programs, three (3) years of which has involved the analysis of residential/commercial development projects utilizing complex financing techniques, coordination of technical assistance workshops and seminars and the preparation of funding proposals (OR)
- A high school graduate with a minimum of seven (7) years of experience in multi-family housing development and technical assistance programs: three (3) years of which has involved the analysis of large multi-family projects utilizing complex financing workshops and seminars and the preparation of funding proposals (OR)
- Any equivalent combination of acceptable education and experience which has included a bachelor’s degree as an educational minimum.
