This is supervisory Emergency Medical Services (EMS) work commanding an operational EMS platoon or centralized administrative function. An employee in this class directs, through subordinate Fire Paramedic Services Chiefs, the coordination and deployment of equipment and personnel to emergency scenes, the training of EMT and fire paramedic personnel in accordance with state and departmental regulations, and compliance with EMS regulations governing the city/county of Philadelphia. Responding to emergency scenes, maintaining command of EMS operations and establishing new policy and procedural changes to paramedic personnel are significant aspects of the work. Work is performed under the general direction of an Assistant Fire Chief for the four operational positions allocated to the class. 

Work is performed under the direction of a Deputy Fire Commissioner for the one administrative position.

ELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONAL

Only a departmental promotional eligible list for the Philadelphia Fire Department will be established as a result of this examination.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.


PREFERENCE FOR PHILADELPHIA RESIDENTS

Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score. 


To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.


If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference.  Eligibility for residence preference must be determined by the date of the test administration.  No requests for residence preference will be granted after the test administration.

MILITARY LEAVE
Any candidate who intends to make a request to take the test on a date other than the scheduled test date because of military duty on that date must file a written request and attach proof of military duties (i.e., official orders) to Rashida Ximines at Rashida.Ximines@Phila.gov


FIRE PROMOTIONAL EDUCATIONAL POINTS

Effective May 21, 2018, for all Fire promotional examinations administered and eligible lists established after the issuance of the May 2018 Act 111 interest arbitration award, candidates who otherwise achieve eligibility for promotion to a higher rank and who have successfully completed a course of study in any major at an accredited college or university will have .50 points added to their final score if the highest degree received is an Associate’s Degree, 1.0 point added to their final score if the highest degree received is a Bachelor’s Degree, and 1.5 points added to their final score if the highest degree received is a Master’s Degree.


To receive these points, candidates MUST submit a copy of their official college transcripts which indicates the conference of a degree or have completed a minimum of sixty (60) credits that have been accepted toward the completion of a degree.

Only those competitors who have a passing grade in an examination shall receive additional credits to which they may have been entitled. The following requirements must be satisfied for a candidate to receive additional credits:


  1. The degree or credential must have been conferred, or the education or experience must have been completed no later than the first part of the exam.
  2. An applicant may claim the additional credit at any time after the date that the examination is announced until 30 days after the Published List of Candidates is approved by the Director or his/her designee. If an eligible candidate does not request additional credits or does not submit a transcript or other required documentation until after certifications and appointments have been made, the granting of additional credits shall have no effect on prior certifications and appointments.
  3. An applicant must submit adequate documentation as required by the Office of Human Resources.

TIE BREAKING PROCEDURE FOR UNIFORM FIRE PROMOTIONAL EXAMINATIONS 

When two or more competitors have the same final average (including credits), and the examination parts are of equal weight, rank order among the tied competitors shall be determined by ranking their names:

  1. by their grades on the part of the examination that was administered first,
  2. by their grades on the part of the examination that was administered next, until all portions are considered in order of administration,
  3. by seniority points and
  4. by computer assigned random numbers, or such other appropriate procedure as the Director may determine.


TYPE OF EXAM:

ORAL EXAMINATION
The Oral Examination is tentatively scheduled to be held the week of October 12, 2026. These examination dates are also subject to change.


ELIGIBLE LIST DATE:

An Eligible List will be established the week of November 2, 2026.  Please note that this date may change.

TEST REVIEW:
ORAL EXAMINATION
In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. Issues related to the suitability or adequacy of point scores awarded to passers are not appealable to the Commission. Call 215-686-0880 if you wish to schedule a Test Review.
High School/GED
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements by the date of the oral examination.

1. CIVIL SERVICE STATUS: Presently employed by the City of Philadelphia Fire Department with permanent Civil Service status in the Philadelphia Fire Department with a performance rating of Satisfactory or higher.

AND

2. EDUCATION: Completion of an intensive training program conducted by the Fire Department in advanced life support practices and techniques, especially in the mastery of established protocols for drug therapy and cardiopulmonary and respiratory resuscitation techniques.

AND


3. SPECIFIC EXPERIENCE: 
Two years of current experience as a Fire Paramedic Services Chief.

PHYSICAL AND MEDICAL REQUIREMENTS:
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES:
Possession of certification as a Paramedic issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Paramedic Services Chief.

Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Fire Paramedic Services Chief.

Salary : $148,660 - $155,106
