Estimator – Water/Wastewater Treatment Plant & Heavy Civil Construction
Location: Jacksonville, FL (On-site)
Employment Type: Full-Time
Petticoat-Schmitt Civil Contractors, Inc. is an employee-owned heavy civil contractor building water and wastewater treatment plants, underground utilities, site development, and roadway work across the Southeast. We are hiring an experienced Estimator to support WWTP and heavy civil pursuits in Jacksonville.
What You’ll Do
Estimating & Bidding
- Prepare detailed cost estimates for water/wastewater treatment facilities, yard piping, and related civil and structural scopes
- Participate in preconstruction activities and full bid production
- Identify quality bidding opportunities through RFP review and market research
- Review plans/specs to define scope, production rates, and cost risks
- Attend pre-bid meetings and jobsite visits to confirm conditions and constructability
Cost Analysis & Takeoffs
- Perform quantity takeoffs and solicit vendor/sub pricing for process equipment, concrete structures, and underground utilities
- Analyze geotechnical and structural information to model production and equipment needs
- Define labor, material, equipment, and general conditions for self-perform and subcontracted work
- Support value engineering and constructability improvements
Collaboration & Continuous Improvement
- Present estimates and narratives for internal review
- Partner with PMs, superintendents, and operations to validate means/methods and productivity assumptions
- Maintain cost history and integrate lessons learned into future bids
- Support and mentor junior estimating staff and Agtek operators
What We’re Looking For
- 3 years estimating experience in heavy civil or WWTP construction
- Ability to read/interpret civil, structural, and mechanical drawings and bid documents
- Strong math/analytical skills for quantity calculations and cost modeling
- Familiarity with FDOT, municipal, or utility authority bid practices preferred
- Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred
