Petroplan is recruiting for an experienced OFE (Owner Furnished Equipment) Project Manager / Project Lead to support the execution of major power generation and energy infrastructure projects. This position will provide project management and technical oversight for the Power Island equipment scope, coordinating activities across engineering, EPC, equipment suppliers, quality, construction, commissioning, and operations teams.


The ideal candidate will have a strong background in power generation, EPC project execution, electrical and/or mechanical equipment, equipment procurement, factory acceptance testing, commissioning, and project management.


This is a highly visible role requiring strong stakeholder management, technical understanding, project coordination, and the ability to manage complex equipment packages from design through commissioning.


Location: Northern Virginia area


Travel: Approximately 40% domestic and international travel may be required

Key Responsibilities

  • Lead execution of Owner Furnished Equipment (OFE) purchase orders for major Power Island equipment and systems.
  • Manage equipment delivery, engineering, manufacturing, testing, installation, commissioning, and turnover activities in accordance with project requirements and schedule.
  • Coordinate with EPC engineering teams to ensure OFE equipment designs, interfaces, documentation, and technical deliverables align with detailed project design requirements.
  • Lead and participate in equipment design reviews, technical meetings, supplier meetings, and project coordination activities.
  • Manage technical information exchange between equipment suppliers, EPC engineering, construction, commissioning, and Owner project teams.
  • Monitor supplier and equipment progress against project schedules, identifying risks, delays, and required mitigation actions.
  • Provide oversight of equipment quality and coordinate with Quality Assurance/Quality Control (QA/QC) teams on inspections, audits, quality issues, and corrective actions.
  • Support Factory Acceptance Testing (FAT), customer witness testing, equipment inspections, and other supplier quality activities.
  • Participate in Pre-Start-Up Safety Reviews (PSSR) for electrical and mechanical systems.
  • Support electrical and mechanical commissioning, pre-commissioning, equipment checkout, and punch-list resolution.
  • Review equipment installation packages, testing documentation, turnover packages, and commissioning procedures.
  • Ensure component and system testing procedures are properly developed, reviewed, and executed.
  • Verify equipment installation and commissioning activities comply with OEM requirements, approved engineering documentation, system descriptions, and applicable industry standards.
  • Support site Change Management activities related to electrical systems and equipment.
  • Prepare and present monthly project status updates covering schedule, technical progress, quality, risks, and execution.
  • Maintain accurate project documentation, records, action items, and technical correspondence.
  • Build effective relationships with EPC contractors, OEMs, equipment suppliers, engineering teams, construction personnel, commissioning teams, and internal stakeholders.
  • Communicate effectively across technical and project organizations and provide timely escalation of project risks and issues.
  • Travel domestically and internationally, potentially 40% or more, to support supplier meetings, FATs, inspections, commissioning, and other project execution activities.


Equipment Experience

Experience with some combination of the following is highly relevant:

  • Gas Turbine Generators
  • Steam Turbine Generators
  • Heat Recovery Steam Generators (HRSG)
  • Gas Insulated Switchgear (GIS)
  • Power Transformers
  • Energy Management Systems (EMS)
  • Electrical Distribution Systems
  • Power Generation Controls
  • Mechanical and Electrical Balance-of-Plant Equipment


Required Qualifications

  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, or a related technical discipline, or equivalent combination of education and relevant experience.
  • 10 years of experience within power generation, energy, EPC, engineering, operations, maintenance, or project execution.
  • 10–15 years of progressive experience in power generation design, engineering, operations, maintenance, or project management.
  • 5 years of project leadership experience on medium- to large-scale power generation projects.
  • Strong experience working within an EPC environment.
  • Experience managing OEM equipment suppliers and major equipment packages.
  • Working knowledge of electrical and/or mechanical equipment design, installation, testing, and commissioning.
  • Experience with equipment FAT, field testing, pre-commissioning, commissioning, and turnover.
  • Experience with Primavera P6 or comparable scheduling software.
  • Proficiency with Microsoft Office.
  • Strong understanding of engineering methods and detailed design engineering processes.
  • Knowledge of electrical controls and power generation systems.
  • Familiarity with applicable electrical codes, standards, and testing requirements, including NEC, NFPA, NETA, and ANSI.
  • Strong communication, project coordination, documentation, problem-solving, and stakeholder-management skills.
  • Ability to manage multiple priorities within a fast-paced, complex project environment.
  • Willingness to travel domestically and internationally approximately 40% as project requirements dictate.
