Summary/Objective

The CoC Development Manager leads system level advocacy, resource development, and strategic communications to strengthen the capacity, sustainability, and visibility of the St. Louis Continuum of Care (CoC). This role focuses on resource development that expands the CoC’s ability to pursue philanthropic, private, and other non-HUD funding aligned with CoC Board priorities, helping the system grow beyond what is possible with Planning Grant resources alone. The CoC Development Manager works closely with the CoC Administrative Manager and CoC Director to support CoC operations, enhance stakeholder engagement, and ensure transparent, consistent communication across the homelessness response system. This position plays a critical role in building a more resilient, well-resourced, and collaborative CoC.


Key Responsibilities

1. System Level Fundraising & Resource Development

  • Identify, pursue, and steward philanthropic, private, corporate, and non-HUD public funding aligned with CoC Board priorities.
  • Develop letters of inquiry, grant proposals, budgets, and supporting documentation for system level funding opportunities.
  • Maintain a pipeline of prospective funders and track deadlines, submissions, and reporting requirements.
  • Support the CoC Director in aligning resource development with system planning, performance goals, and strategic priorities.
  • Coordinate with partner agencies when collaborative funding opportunities arise.

2. Communications, Visibility & Stakeholder Engagement

  • Strengthen CoC visibility through clear, consistent, and accessible communication strategies.
  • Draft and distribute system updates, newsletters, announcements, and public‑facing materials.
  • Support the CoC Administrative Manager in maintaining the CoC website, Basecamp, and email distribution lists.
  • Assist with the development of communication tools that promote transparency, equity, and community engagement.

3. Support for CoC Governance & Operations

  • Assist the CoC Administrative Manager with preparing materials for CoC Board, membership, and committee meetings.
  • Support documentation, record‑keeping, and communication related to governance processes.
  • Help maintain CoC calendars, public facing documents, and resource libraries.
  • Provide administrative support for seasonal initiatives, public meetings, and Board identified projects.

4. Training, Capacity Building & Provider Support

  • Support the development of training materials and resource guides related to funding, communications, and system priorities.
  • Assist with logistics for CoC‑wide trainings, workshops, and stakeholder engagement events.
  • Provide technical assistance to providers on system‑level funding opportunities and communication expectations.

5. Documentation, Reporting & Compliance Support

  • Maintain organized, audit‑ready documentation for all fundraising and communication activities.
  • Track and report on system‑level funding progress, outcomes, and impact.
  • Support the CoC Director and CoC Administrative Manager in meeting HUD and CoC documentation standards.

 

Qualifications

  • Bachelor’s degree required (public administration, nonprofit management, communications, social work, or related field preferred).
  • Minimum 3–5 years of experience in fundraising, grant writing, communications, or nonprofit development; experience in homelessness services or public administration strongly preferred.
  • Demonstrated success securing philanthropic or private funding.
  • Strong writing, editing, and communication skills, with the ability to translate complex system needs into compelling narratives.
  • Experience with stakeholder engagement, public communications, or cross‑agency collaboration.
  • Strong organizational skills with the ability to manage multiple deadlines and maintain detailed documentation.
  • Proficiency with Microsoft Office, cloud‑based collaboration tools, and communication platforms; experience with website content management preferred.

Supervisory Responsibility

This position does not currently have any supervisory responsibilities, but this may change as the needs of the CoC grow.

Salary : $70,000 - $80,000
