Reports to: Chief Executive Officer


 

Job Summary/Objective: 

The Clinical Director provides strategic and operational leadership for all clinical programs within the Peoples Community Health Clinic. This role ensures that high-quality, patient-centered, and culturally competent care is delivered in alignment with the organization’s mission and community health goals. The Clinical Director oversees clinical operations, compliance, quality improvement, risk management, and staff development while fostering collaboration among medical, behavioral health, and dental services. Performs all defined services and other related duties in accordance with the mission of Peoples Community Health Clinic.

 

Protected Health Information Requirements/Access:

  • This position will require the use or disclosure of protected health Information. 
  • This position will use the Treatment and Health Care Operations classes of protected health information. 
  • Restrictions on the protected health information for this position will follow the Privacy Policies of Peoples Community Health Clinic, Inc. 
  • Use or disclosure of protected health information not routinely available to this position will follow procedures assessed by or directed by management.

Essential Functions:

Clinical leadership and oversight 

  • Direct the day-to-day clinical operations of the health center to ensure effective and efficient service delivery.
  • Promote evidence-based, integrated models of care that address physical, behavioral, and social health needs.
  • Ensure care coordination and continuity among medical, behavioral health, dental, and enabling services.

Quality Assurance, Compliance, and Risk Management 

  • Ensure compliance with all federal, state, and local healthcare regulations, including HRSA, OSHA, HIPAA, and Medical Home standards.
  • Lead quality improvement (QI), patient safety, and risk management programs to identify, assess, and mitigate potential risks.
  • Develop and manage incident reporting and root cause analysis processes.
  • Oversee peer review, chart audits, and compliance monitoring for clinical accuracy and accountability.
  • Collaborate with compliance and legal teams to ensure appropriate documentation and response to adverse events.

Program Development and Community Health Initiatives 

  • Develop and expand programs responsive to community health needs and funding priorities.
  • Strengthen partnerships with community organizations, public health agencies, and stakeholders.
  • Use health data to identify service gaps, emerging trends, and opportunities for improvement.

 

Strategic Planning and Collaboration 

 

  • Participate in strategic planning, budgeting, and policy development.
  • Align clinical goals with organizational objectives and grant requirements.
  • Represent the health center at community events, professional conferences, and inter-agency collaborations.
  • Incorporate patient and staff feedback into program and policy improvement.

  • Thorough understanding of HRSA, HIPAA, OSHA, and other healthcare compliance standards.
  • Ability to lead QI projects, analyze data, and implement measurable improvements in patient care outcomes.
  • Skilled in identifying, assessing, and mitigating clinical and operational risks through structured programs and root cause analysis.
  • Aligns clinical priorities with the health center’s mission and strategic objectives.
  • Promotes equitable, culturally responsive care and fosters an inclusive work environment.
  • Demonstrates integrity, confidentiality, and accountability in all professional actions.
  • Working knowledge of MS Office Products (ex. Excel, Word, Outlook, Power Point) and Windows Platform. 
  • Must be comfortable moving within an EHR computer system regularly and obtain EHR Support Analyst status within six months of hire.

Supervisory Responsibilities:

  • Provides direct supervision for clinical managers and quality staff
    • Recruits, interviews, hires, and trains new staff.
    • Provides constructive and timely performance evaluations to ensure high standards of performance and professionalism.
    • Promote a culture of accountability, collaboration, and continuous learning.
    • Support staff credentialing, licensure maintenance, and continuing education.
    • Lead clinical training and in-service sessions on quality, safety, and risk reduction.
    • Handles discipline and termination of employees in accordance with company policy 

 

Patient Population:

  • Neonate to geriatric patients. 

 

Work Environment/Personal Protective Equipment:

This position operates in a clinical setting, will be exposed to bloodborne pathogen hazard to head, hands, and torso. PPE is required.

 

Physical Demands:

This position requires frequent (34%-66%) sitting; occasional (1%-33%) standing and walking. Frequent (34%-66%) lifting and carrying less than 10 lbs. Frequent (34%-66%) use of hands/arms for repetitive movement and good finger dexterity. Requires 20/20 near vision, 20/40 far vision, color discrimination and accurate depth perception.

 

Position Type/Expected Hours of Work:

This is a full-time position. Typical work hours and days are between Monday and Friday,8:00 a.m. to 5:00 p.m. and some flexibility in hours is allowed. Responsibilities occasionally may require irregular hours as deemed necessary. This may include an adjusted work schedule, long days, early morning or late evening hours, and occasional weekends in order to meet clinic scheduling demands. The employee must work a minimum of 40.0 hours each week to maintain full-time status. 

 

Travel:

Occasional travel and driving for meetings, training or community events are expected for this position.

 

Education and Experience:

  • Master’s or Doctoral degree in healthcare field (Nursing, Public Health, Social Work, Psychology, or related discipline.
  • Minimum of 5 years of clinical experience and 3 years of leadership experience in a community health or primary care setting.
  • Proven knowledge of community health principles, integrated care, and population health management.
  • Experience with quality improvement and risk management programs.
  • Strong organizational, analytical, and leadership skills.
  • Experience in a Federally Qualified Health Center (FQHC) or similar setting, preferred.
  • Knowledge of HRSA compliance, UDS reporting, and grant-funded program operations, preferred.
  • Familiarity with EHR systems and health data reporting, preferred.

 

Licensure:

  • Current, unrestricted professional license (e.g., RN, NP, LCSW, PsyD, MD, DO).

Salary : $102,106 - $107,910
