Manager, Ophthalmology Imaging and Systems

**Requires travel to network sites in Radnor, Cherry Hill, Media**

Summary: Coordinates the daily operations for the Department of Ophthalmology's diagnostic imaging and systems needs across all sites. Regularly rounds at all locations to monitor operational flow and resolve problems including service delays, coordinating imaging staff schedules and clinical coverage, work distribution, equipment and supply needs, and other diagnostic processes. Understands the operational business and has the skills to provide overall imaging and specialty specific information systems troubleshooting and resolution, project direction and other activities pertinent to the business at the sites. Collaborates with faculty and department leaders to plan and implement clinical functions, by providing guidance to develop and maintain an environment conducive to the delivery of efficient ophthalmic diagnostic imaging and high-quality eye care. Serves as the liaison between the site(s) assigned and Corporate IS with primary responsibility to manage the specialty imaging instruments and systems at the practices in support of the facility and enterprise strategy.

Accountabilities

• Oversees imaging services staff recruitment, onboarding, training and development, performance monitoring, counseling, and terminations. Communicates and disseminates general information, and policy or procedure changes to personnel. Prepares staffing assignments that most effectively align staff technical skill sets with patient and physician need.
• Possesses broad clinical expertise to manage and perform ophthalmic imaging, and to develop training and education programs for special imaging techniques. Oversees diagnostic imaging staff cross training to ensure that staff are appropriately educated to effectively perform their duties.
• Performs data analysis, as needed, to assess and manage service delivery. Develops strategic goals and objectives in relation to department diagnostic imaging services. Creates and monitors metrics related to service delivery and staff productivity. Formulates plan of action to decrease patient wait time in the imaging services departments. Recommends short, intermediate and long-term goals and objectives for departmental planning.
• Monitors service delivery and intervenes to reduce patient wait time. Motivates and mentors staff to provide the highest quality service possible. Monitors imaging center patient experience data and action plans for improvement. Evaluates and/or modifies plan for effectiveness. Collaborates with patient experience leaders to review opportunities for improvement and incorporate patient and family-centered care service delivery and interdisciplinary communication system in education and orientation programs program.
• Regularly surveys physicians and staff regarding imaging services quality and efficiency. Ensures standard equipment calibration, imaging exam room/section preparation and organization throughout the clinic day. Facilitates faculty requests for additional and new imaging equipment and provides input in Value Analysis negotiations to purchase new imaging equipment.
• Supports the central database for equipment inventory, preventative maintenance and loaners. Ensures timely equipment preventative maintenance and active servicing maintenance agreements. Ensures compliance with established Company standards to acquire new technologies as loaner equipment from manufacturer for trial periods. Manage equipment and capital assets including, but not limited to, maintenance needs, software upgrades, purchase requests, installations, equipment retirement, inventory assessment, and capital replacement planning.
• Promotes compliance with standards for patient safety and infection prevention as well as policies and procedures related to patient privacy and data security. Maintains department constant state of readiness for internal and external audits.
• Manages all systems activities and projects for the Clinical Practice of the University of Pennsylvania’s (CPUP) Department of Ophthalmology across all locations. Collaborates with the Epic and PACE teams as needed.
• Directs and manages projects in coordination with the Project Management Office (PMO), applications teams, outsourced Information Services (IS) functions, external consultants, vendors and Penn Medicine departments and divisions.
• Manages the overall site-based systems activities and projects from system selection, project justification (ROI), budgeting process, delivery, closure and day-to-day operation
• Initiates discussions about capital projects needed to meet the strategy of the site(s) or entity, conducting risk assessment and mitigation, problem resolution and ensuring the completion of projects within budget.
• Provides guidance on the integration of systems with existing clinical, administrative and financial systems.
• Guides the day-to-day delivery of systems services through appropriate personnel.
• Coordinates with IS and departmental management in the annual planning process.
• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures.
• Other duties as assigned to support the unit, department, entity, and health system organization.

Education/Experience:

• Bachelor’s degree in photographic, sciences, imaging, life sciences (Required)
• AND 5 years’ experience in ophthalmic imaging & project management (Required)
• Master’s degree (preferred)
• 5 years’ experience working in a healthcare information services environment (Preferred)

Credentials:

• OCT-C and/or ROUB and/or CRA and/or CDOS (Required)
• Basic Cardiac Life (BLS) Support (Required)
• Six Sigma Gren Belt 9Preffered)
• Epic Scheduling, Billing & Kaleidoscope (Preferred)

Skills/Abilities:

• Excellent communication skills, outstanding customer service skills, and demonstrated excellence in the delivery of patient-centered care.
• Proficiency in imaging & Information Services (IS) platforms and knowledge of imaging operations within a hospital. Ability to troubleshoot, research and solve technically challenging problems
• Maintains competent knowledge of electronic health records, electronic image capture and storage software, and virtual systems of image capture.
• Comprehensive understanding of the DICOM standard to ensure electronic images, diagrams and related reports are appropriately captured, encoded, transmitted, stored, indexed, and linked in an advanced hybrid Electronic Health Record.
• Detailed understanding of PACS utilization in a healthcare delivery organization.
• Demonstrated ability to solve complex problems related to multimodality image capture and management.
• Working knowledge of advanced electronic communications and/or networking technology.
• Working knowledge of continuous quality improvement principles.
• Facilitation and/or coaching skills, both with individuals and teams.
• General understanding of client/server technology and infrastructure capabilities.
• Project & Change Management: Ability to implement process improvements and coordinate the activities/deliverables of project teams
• Analytics: Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment
• Demonstrated knowledge of hardware configurations, database management tools and query language (preferred)
