In this role, you will manage workers’ compensation claims, DOT/CDL compliance, and drug and alcohol programs while leveraging data insights to identify risks before they become incidents. You’ll collaborate closely with HR, Operations, Safety, and labor partners to ensure compliance, fairness, and continuous improvement.

What You’ll Do


Workers’ Compensation Claims Management


  • Investigate and manage all workers’ compensation claims, including those involving operators, mechanics, and CDL‑regulated staff.
  • Ensure full compliance with Maryland Workers’ Compensation laws, labor and employment regulations, and State of Maryland Return‑to‑Work (RTW) policies, in coordination with the WC Claims TPA.
  • Maintain strict HIPAA‑compliant confidentiality when handling sensitive medical and employment information.
  • Partner closely with union representatives to support fair, transparent, and contract‑compliant labor relations related to workers’ compensation and RTW processes.
  • Analyze injury, incident, and claims trends to identify and mitigate potential risks before they escalate.


Drug & Alcohol / DOT Compliance


  • Ensure compliance with 49 CFR Parts 655 and 40.
  • Oversee CDL medical qualifications and DOT driver compliance.
  • Manage return‑to‑duty and follow‑up testing requirements.
  • Administer drug and alcohol testing for non‑safety‑sensitive positions.
  • Collaborate with HR on job classifications and regulatory investigations.


Safety Programs & Data‑Driven Prevention


  • Partner with the Office of Safety to identify workplace risk trends using incident data and analytics.
  • Assist in the design and implementation of programs and systems to reduce injuries, incidents, and claims.
  • Support the development and promotion of safety awareness campaigns focused on data‑identified risk areas.
  • Maintain and report OSHA‑mandated records, including OSHA 300/301 logs.
  • Participate in corrective action planning and support implementation to reduce future risk.
  • Ensure continuous compliance with federal, state, and local workforce safety regulations.


Leadership & Professional Impact


  • Serve as the subject‑matter expert for workers’ compensation and DOT compliance.
  • Strengthen labor‑management relationships through consistent, equitable application of policies.
  • Reduce operational risk through proactive monitoring and intervention strategies.
  • Conduct local travel for site visits, investigations, and field safety assessments as needed.
  • Perform other related duties as assigned.

Required Qualifications


  • Bachelor’s degree in Human Resources, Occupational Health & Safety, Public Administration, Business Administration, or a related field
  • 3–5 years of experience managing workforce compliance programs, preferably in a transit, transportation, or unionized environment
  • Hands‑on experience managing workers’ compensation claims and return‑to‑work programs
  • Working knowledge of DOT, FTA, and FMCSA regulations
  • Relevant professional certifications preferred (e.g., SHRM‑CP, CHRC, CHSP, ASP, or similar)


Compensation & Benefits


Pay Rate:


  • $31.25 – $37.50 per hour, depending on experience
